    1. Advance Contract Award Notice (ACAN)
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits astatement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Requirement
    
    Public Works and Government Services Canada (PWGSC) on behalf of its client, Agriculture and Agri-Food Canada, intends to enter into a Contract with Precision Quincy Ovens LLC for the supply and delivery of low temperature class A horizontal air flow cabinet ovens meetingthe specifications below. The ovens will be used by Agriculture and Agri-Food Canada for the drying of reseach samples primarily consisting of plant materials. 
    
    3. Criteria for assessment of the Statement of Capabilities
    
    Suppliers who consider themselves fully qualified and available to provide the goods, services, or construction services described in this ACAN may submit a Statement of Capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    Agriculture and Agri-Food Canada (AAFC) has a requirement for the supply, delivery of three (3) low temperature class A horizontal air flow cabinet ovens and stands for Agriculture and Agri-Food Canada, Lethbridge, Alberta. 
    
    MANDATORY TECHNICAL SPECIFICATIONS:
    
    This requirement is for two types of ovens as follows:
         Oven Type 1: Two (2) ovens having capacities of at least 1.4cu.M (50.7cu.ft).
         Oven Type 2: One (1) oven having a capacity of at least 0.76cu.M (27cu.ft).
    
    Ovens must meet or exceed NFPA-86, NFPA-70, OSHA & UL requirements.
    
    Existing Site Conditions: 
    • Units must fit through one double doorway 69” wide and 82” high.
    
    Oven Temperature (All Ovens):
    • Maximum Temperature (must meet but not exceed): 177oC (350oF) 
    • Minimum Temperature (oven must be able to be set to no more than): 5oC (10oF) above               ambient air temperature

    • Heavy gauge temperature resistant aluminized steel interior
    • Adjustable shelf rails on 3" centers to handle samples
    
    Shelves (All Ovens):
    • Two shelves per oven rated for 45kg (100lbs) each 
    
    Doors (All Ovens):
    • 2 swinging doors
    • Heavy duty hinges
    • Reinforced steel doors
    • Gasketed door openings
    • Pressure release door latches
    
    Walls (All Ovens):
    • To be insulated with non-flammable material.
    
    Oven stands (All Ovens):
    • Welded structural steel construction to fit oven. One stand is required per oven.
    • Not to exceed 30.5cm (12in) in height
    
    Control Panels (All Ovens):
    • Pre-wired NEMA 1 control cabinet with UL approved controls
    • Safety interlocks shut off heat if safety requirements are not ALL met
    • Main disconnect/breaker switch mounted in control panel
    • Heat on/off switch
    • Single set point temperature controller 
    • Digital indicating temperature controller
    • Solid state excess temperature controller
    
    Circulation Systems (All Ovens):
    • Horizontal airflow
    • Must be able to recirculate at least 1000 CFM of air
    • Recirculation Motor: heavy duty
    • Exhauster at least 200 CFM
    • Dampered exhaust port
    • Adjustable louvered openings in duct work
    
    Electrical (All Ovens):
    • 220V/3/60hz
    
    Heating Systems (All Ovens): 
    • Heavy duty, large diameter sheathed low watt density heating elements

    5. Justification for the Pre-Identified Supplier
    
    No other ovens are available that meet both the low temperature requirement and dimensional requirements. 
    
    6. Government Contracts Regulations Exception(s)
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) 
    - "only one person is capable of performing the work".
    
    7. Exclusions and/ or Limited Tendering Reasons  
    
    The following exclusions and/or limited tendering reasons are invoked under the:

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
