    IMPORTANT NOTICE TO SUPPLIERS RE: BID SUBMISSION REQUIREMENTS
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

    Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    1.2 Summary
    
    Canada has a requirement to establish a Regional Master Standing Offer for the supply of Medical Gases to Authorized Users.  
    Below is a list of provinces and territories who have shown interest in making call-ups against the Standing Offer:
    • Province of Manitoba, including the following optional users:
    o University of Manitoba, MB
    o Red River Community College, MB
    o CancerCare Manitoba, MB
    • Province of Alberta, including the following optional users:
    o City of Calgary, AB
    o City of Lethbridge, AB
    o City of Edmonton, AB
    
    Only Authorized Users will be authorized to issue call-ups against this RMSO. 
    
    
    1.2.1 This is a request for a Regional Master Standing Offer (RMSO) for the supply and delivery of various Medical Gases including but not limited to; Oxygen, Nitrogen and Carbon Dioxide, on an “as and when required” basis in Western Region.
    
    For the purposes of this solicitation, Western Region has been divided into the following Regions:
    
    1. Alberta,
    2. Manitoba,
    3. Saskatchewan
     
    Offerors may bid on more than one geographical area identified herein. The standing offer period is from September 1, 2020 to August 31, 2021 with two (2) one-year option periods. Canada may issue up to three (3) Standing Offers, based on the lowest priced compliant bidder in each Region. This RFSO does not include areas with Comprehensive Land Claim Agreements in place.
    
    1.2.2     This RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to Part 2 of the RFSO entitled Offeror Instructions and Part 3 of the RFSO entitled Offer Preparation Instructions, for further information on using this method. 
    
    1.2.3 The Phased Bid Compliance Process applies to this requirement.
