    This bid solicitation cancels and supersedes previous bid solicitation number F2402-200131/B dated 2020-12-18 with a closing of 2021-01-05 at 2:00 MST. A debriefing or feedback session will be provided upon request to bidders who bid on the previous solicitation.
    
    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
     
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
     
    Suppliers are strongly encouraged to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

    REQUIREMENT:
    
    The Department of Fisheries and Oceans in their Marine Mammal Program at the Freshwater Institute, Winnipeg, MB, has a requirement for Marine Mammal tags that collect high resolution dive data and acoustic data to equip Arctic cetaceans, specifically for Beluga and Narwhal whales that meet the minimum specifications as described herein.
    
    Refer to the Compliance Matrix for the complete performance specifications and instructions that must be satisfied in order for a bid to be deemed responsive.
    
    The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    All deliverables identified must be delivered on or before July 20, 2021.
    
    EVALUATION AND SELECTION:  
    
    The responsive bid meeting all mandatory requirements with the lowest overall price will be recommended for contract award.
