    LETTER OF INTEREST REGARDING THE ESTABLISHMENT OF NATIONAL MASTER SUPPLY ARRANGEMENTS FOR THE PROVISION OF SIGNS AND DECALS FOR THE GOVERNMENT OF CANADA
    
    This is not a bid solicitation. Public Services and Procurement Canada (PSPC) is releasing this Letter of Interest (LOI) as a first step to inform all interested parties of the following potential procurement activity:
    
    The purpose of this LOI is to make Canadian industry aware that PSPC is seeking to establish a number of Standing Offers (SOs) for the provision of print services related to signs and decals. These SOs could be used by any federal department for delivery across Canada.
    
    
    NATURE OF REQUEST FOR INDUSTRY COMMENTS
    
    This RFI is neither a call for tender nor a Request for Proposal (RFP). No agreement or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This RFI is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein.
    
    NATURE AND FORMAT OF RESPONSES REQUESTED
    
    Respondents are encouraged to identify, in the information they share with Canada, any information that they feel is proprietary, third party or personal information. Please note that Canada may be obligated by law (e.g. in response to a request under the Access of Information and Privacy Act) to consider disclosing proprietary or commercially-sensitive information provided by respondent (for more information: http://laws-lois.justice.gc.ca/eng/acts/a-1/).
    
    Participation in this RFI is encouraged, but is not mandatory. There will be no supplier list created as a result of this RFI. Similarly, participation in this RFI is not required for the participation in any potential subsequent solicitation.
    
    The RFI closing date is by 2:00 pm Eastern Daylight Savings time on December 3, 2020. Information received before that date will be reviewed and considered when developing the Request for Supply Arrangement.
    
    
    RESPONSE COSTS
    
    Respondents will not be reimbursed for any cost incurred by participating in this RFI.
    
    
    BACKGROUND INFORMATION
    
    PSPC is looking to engage industry feedback to understand the capabilities of various materials to print these items in a commercial & industrial setting. These items will be installed, but not limited to the following areas: 
     
    • Walls
    • Doors
    • Counters
    • Tables 
    • Floors 
     
    Consideration should be given to anti-slip materials, print methods to add braille or raised surfaces. 
    
    
    By using a list of specific questions (see Part III of the RFI), the objectives of this RFI are to:
    
    Solicit industry knowledge and expertise with regard to best practices that would increase the likelihood of a successful outcome for this project; 
    Give industry the opportunity to provide feedback on the requirements and subsequent engagement activities;
    Gather information that will assist in the development of a Supply Arrangement for this product procurement.
    
    
    PLANNED ENGAGEMENT ACTIVITIES
    
    PSPC is planning to solicit feedback from industry perspectives in mid-November by employing one or more of the following possible methods:
    
     A Request for Information (RFI) containing general questions about industry’s capacity and offered services
     An RFI containing a draft of the proposed Statement of Work (SOW) for industry review
    One-on-ones conducted with industry in person or via teleconference
    
    
    IMPORTANT NOTE TO INTERESTED SUPPLIERS
    
    Suppliers should note that this LOI is not a pre-selection process. There will be no short listing of firms for purposes of undertaking any future works, as a result of this LOI. The issuance of this LOI is not to be considered in any way as a commitment by Canada, or as authority for the respondent to undertake any work which could be charged to Canada, nor is this LOI to be considered a commitment to issue eventual RFSAs, RFPs or award eventual contracts in relation to these services.
    Canada shall not be bound by anything stated in this LOI. Canada reserves the right to change all or any parts of this LOI as deemed necessary.
