Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: The bidder must supply Canadian goods and/or services Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: MANUFACTURING, PRINTING, IMAGING AND INSERTION FOR THE 2016 CENSUS AND THE ASSOCIATED 2014 BEHAVIOUR TEST (BT) FIELD PROCEDURES 2. Summary Statistics Canada has a requirement for a contractor to complete the print material (i.e., questionnaires, envelopes and letters) production and preparation for distribution requirements for the 2016 Census of Canada (inclusive of both the Census of Population and the Census of Agriculture) in May - June, 2016, and its associated 2014 Behaviour Test (BT) Field Procedures, in October - November, 2014. Various questionnaires, envelopes, inserts and letters are required to conduct the census. The Contractor will be required to provide all printing, variable imaging (all questionnaires distributed to dwellings are to be imaged with two unique bar codes, a secure access code, geographic information, in most cases an address and in certain cases, a name), preparation for mailing/distribution and short term storage activities that are to meet the specific operational and technical requirements. Although the associated 2014 BT Field Procedures will not demand the same volumes as required for 2016, all printer processes must be in place and ready to be exercised for the 2014 BT Field Procedures as envisaged in 2016. Statistics Canada's approach to mail-out and data collection for the 2016 Census will follow an approach that will involve three stages of mail-out. The Contract will be in effect from the date of award until March 31, 2017. Additional terms and conditions to 2030 (2014/03/01), General Conditions - Higher Complexity - Goods The Contractor must ensure that all the databases containing any information related to the Work are located in Canada or, if the Contracting Authority has first consented in writing, in an alternate jurisdiction. The Contractor must ensure that all domestic network traffic (meaning traffic initiated in one part of Canada to a destination or individual located in another part of Canada) is routed exclusively through Canada, unless the Contracting Authority has first consented in writing to an alternate route. The Contractor must not subcontract (including to an affiliate) any function that involves providing a subcontractor with access to any data relating to the Contract unless the Contracting Authority first consents in writing. There is a security requirement associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, bidders should refer to the Canadian Industrial Security Directorate (CISD), Industrial and Security Program of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website" Bidders must provide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003. The requirement is limited to Canadian goods and/or services. There is a Federal Contractors Program (FCP) for employment equity requirement associated with this procurement; see Part 5 - Certifications, Part 7 - Resulting Contract Clauses and the annex named Federal Contractors Program for Employment Equity - Certification. Basis of Selection To be declared responsive, a bid must comply with all the requirements of the bid solicitation; meet all the mandatory technical evaluation criteria and obtain the required minimum points for the technical evaluation criteria which are subject to point rating. The responsive bid with the lowest evaluated price per point will be recommended for award of a contract. The Mandatory Evaluation Criteria and the Point Rated Technical Criteria are included in Annex E - Evaluation Grid of the Request for Proposal. Financial Evaluation The Financial Evaluation will be based on the total aggregate price of the financial proposal for both the Census 2016 and the associated 2014 BT Field Procedures for the total quantities requested in the Statement of Work and additional quantities using the Excel spreadsheet. To determine the total aggregate price, the firm all inclusive prices submitted in the Annex B, Basis of Payment will be calculated as specified in the Annex B Basis of Payment excel spreadsheet being distributed through GETS (BuyandSell.gc.ca). The completed excel spreadsheet is to be returned with your proposal in both hard and soft copy formats.
