    Public Services and Procurement Canada (PSPC) has a requirement for the fabrication and printing of two (2) different types of envelopes and delivery to three (3) Canadian locations (Quebec, Winnipeg and Matane) on an "if and when requested basis".
    
    The Contractor must provide PSPC with all of the necessary services and materials for the printing, fabrication and delivery of the specified envelopes to the required destination addresses.
    
    The quantities required for each Work Request may range as low as 5,000 envelopes and as high as 7,000,000 envelopes.
    
    The Contract will be in effect for a period of three (3) years from the date of award of Contract.  
    
    The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    
    The requirement is limited to Canadian services.
    
    Comprehensive Land Claims Agreement(s) (CLCAs) are not applicable to this procurement.
    
    This bid solicitation requests that bidders use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    
    Evaluation Procedures
    
    Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria.
    
    An evaluation team composed of representatives of Canada will evaluate the bids.
    
    Technical Evaluation - Mandatory Technical Criteria
    
    Mandatory technical evaluation criteria are included in Annex "E" of the Request for Proposal..
    
    Proposals submitted by bidders must meet all the mandatory technical criteria of the Request for Proposal (RFP). No further consideration will be given to proposals not meeting all of the mandatory criteria.
    
    Financial Evaluation
    
    The prices requested in the Annex "B" Basis of Payment of this Request for Proposal will be multiplied by the corresponding quantities for evaluation and then added to determine the "Total Evaluated Price", as specified in the Annex "B" Basis of Payment.
    
    Mandatory Financial Criteria 
    
    The price of the bid will be evaluated in Canadian dollars, the Goods and Services Tax or the Harmonized Sales Tax excluded, FOB destination, Canadian customs duties and excise taxes included.
    
    Basis of Selection
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of contract.
    Delivery Date: 25/11/2019
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
