To provide the Department of National Defence with the printing,
production to final format and delivery of 2,500,000 + 5 of the
DND 728 Document Transit and Receipt, NSN 7510-21-8708443 forms.

Phased delivery is permitted:
All 2,500 packages (1 250 000 forms) must be delivered to
Montreal on or before March 27, 2015.
If required, the 2,500 packages (1 250 000 forms) to Edmonton
must be delivered on or before April 30, 2015. 
Contract expires May 15, 2015.

There is no security requirements associated with this
requirement. 

As per the Integrity Provisions under section 01 of Standard
Instructions 2003, bidders must provide a list of all owners
and/or Directors and other associated information as required.
Refer to section 4.21 of the Supply Manual for additional
information on the Integrity Provisions.

For services requirements, Bidders must provide the required
information as detailed in article 2.3 of Part 2 of the bid
solicitation, in order to comply with Treasury Board policies
and directives on contracts awarded to former public servants."

Comprehensive Land Claims Agreement(s) (CLCAs) are not
applicable to this procurement.

The requirement is limited to Canadian goods and/or services.

M.1	CORPORATE EXPERIENCE:  The Bidder must demonstrate that it
has been contractually bound to an external* client (outside of
the Bidder's own company) to provide printing and production to
final format of a minimum quantity of 1,500,000 carbonless or
carbon interleaved snap set forms with a minimum of three (3)
parts per set, produced in a single production run and delivered
to the destination address or addresses specified by the Client. 

The Contract must have been completed since November 1, 2010.
During the evaluation no corporate experience gained through
internal** clients will be accepted or reviewed.

The Bidder must provide the following information for each
contract:
i)	the quantity of snap set forms provided by the Bidder; 
ii)	a description of the snap set forms provided by the Bidder
including the number of parts per set;
iii)	a description of the printing requirements of the snap set
forms;
iv)	the completion date of the Contract;
v)	the Client information for the Contract

* "External client(s)" is defined as clients exterior to the
Bidder's own legal entity (or joint venture partnership) and
excludes the parent, subsidiaries or other affiliates of the
Bidder.

** "Internal client(s)" is defined as clients within the
Bidder's own legal entity (or joint venture partnership) and
includes the parent, subsidiaries and other affiliates of the
Bidder.
Basis of Selection:  A bid must comply with the requirements of
the bid solicitation to be declared responsive.  The responsive
bid with the lowest evaluated price will be recommended for
award of a contract.

procurement.
