    THERE IS A SECURITY REQUIREMENT ASSOCIATED WITH THIS REQUIREMENT.
    
    A Regional Individual Standing Offer (RISO) for the
    reproduction, and related services, of engineering drawings for
    Public Works and Government Services Canada (PWGSC).  
    
    The period of the Standing Offer (SO) will be for five (5)
    years, with no options for extensions.
    
    There is a security requirement associated with this
    requirement.  For additional information, consult Part 6 -
    Security, Financial and Insurance Requirements, and Part 7A -
    Standing Offer. Offerors should consult the "Security

    Mandatory Technical Criteria 
    
    
    M.1	By the Request for Standing Offer closing date the Offeror
    must have obtained certification under any one (1) of the
    following environmental programs: 
    Environmental Choice Program - EcoLogoM Program  CCD-141
    (Digital Printing Services),
    Forest Stewardship Council (FSC) Chain-of-Custody
    Certification(COC),
    ISO 14001,
    Sustainable Forestry Initiative (SFI) Chain-of-Custody
    Certification
    Canadian Standards Association Sustainable Forest Management
    Standards (CSA/SFMS)
    
    To demonstrate under which of the environmental programs listed
    above the Offeror has obtained certification the Offeror must
    provide a copy of its current certification or certifications
    with its offer.
    
    M.2		The Offeror must demonstrate that it has been contractually
    bound with  two (2) different external clients to provide
    reproduction of engineering drawings services for at least two
    (2) individual projects* to each client within the last two (2)
    calendar years  (prior to the closing date of this RFSO). 
    
    During the evaluation no corporate experience gained through
    internal clients will be accepted or reviewed.
    *"Individual projects" refers to a one time contract or a single
    call-up under a standing offer or supply arrangement for the
    printing and delivery of one or more items to destinations.  It
    does not refer to the overall value of a standing offer or
    supply arrangement. 
    "External client(s)" means clients exterior to the Offeror's own
    legal entity (or joint venture partnership) and excludes the
    parent, subsidiaries or other affiliates of the Offeror.
    For each of the four (4) projects (two [2] projects for each of
    the two [2] different clients), the Offeror must provide:
    
    the client contact information; 
    the project date;
    a description of the requirements;
    the invoice (or copy of) presented to the client.
    
    
    An offer must comply with the requirements of the Request for
    Standing Offer and meet all mandatory technical evaluation
    criteria to be declared responsive. The responsive offer with
    the lowest evaluated price will be recommended for issuance of a
    Standing Offer.
    
    The period for making call-ups against the Standing Offer is
    from issuance to March 31, 2018.
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).
    
    The requirement is limited to Canadian goods and/or services.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
