    The Royal Canadian Mounted Police (RCMP) has a requirement to
    establish one (1) National Individual Standing Offer as a result
    of this Request for Standing Offer for the provision of Vehicle
    stripe Type Decals as well as a variety of individual standard
    and high-conspicuity decals for their fleet of standard sedans.
    Vehicle decals must be supplied in accordance with RCMP Purchase
    Description PD-VE-27 and RCMP Purchase Description PD-VE-34
    specified in Appendices 1 and 2 to Annex A Statement of Work.
    Orders for vehicle decals will be placed on an "as-and-when
    requested" basis to be delivered to RCMP Divisional Stores 
    locations across Canada as specified in Annex C Identified Users
    - Destinations and Invoice Addresses. 
    
    The standing offer will be valid from date of issuance for a two
    (2) year period with the option to extend this period by two (2)
    additional one (1) year periods under the same terms and
    conditions.  
    
    Offerors must submit a  list of names , or other related
    information as needed, pursuant to section 01 of Standard
    Instructions 2006.
    
    For services requirements, Offerors in receipt of a pension or a
    lump sum payment must provide the required information as
    detailed in article 3 of Part 2 of the Request for Standing
    Offers (RFSO)."
    
    The requirement is limited to Canadian goods and/or services.
    
    Deliveries to Whitehorse, YK for this procurement are subject to
    the Kwanlin Dun First Nation Final Agreement and the Ta'an
    Kwach'an Council Final Agreement.
    
    Phase I - Financial Evaluation
    
    1.1 Financial Evaluation
    
    To determine the total evaluated price, the prices submitted in
    the Annex B: Basis of Payment of this Request for Standing Offer
    for the Standing Offer Period and the extension periods will be
    calculated as specified in the Annex B Basis of Payment Excel
    spreadsheet being distributed through Government Electronic
    Tender Service.
    
    Phase II - Technical Evaluation
    
    The four (4) responsive offers with the lowest total evaluated
    price in Phase I will be evaluated in Phase II as follows: 
    
    1.2Mandatory Technical Criterion - Samples for Evaluation
    
    Samples for Evaluation along with Certificates of Compliance
    will be required after the Request for Standing Offer closing
    date, upon a written request from the Standing Offer Authority
    from the four (4) Offerors submitting offers with the lowest
    total evaluated price. 
    
    As part of the technical evaluation to confirm an Offeror's
    capability of meeting the technical requirements, the offeror
    must print and produce to final format Samples for Evaluation of
    the following items detailed in RCMP Purchase Descriptions
    PD-VE-27 and PD-VE-34 specified in Appendices 1 and 2 to Annex
    "A" Statement of Work. 
    
    The Offeror must submit the following sample for evaluation from
    Purchase Description PD-VE-27 as specified in Appendix 1 to
    Annex "A" Statement of Work. 
    
    Type 1 Vehicle Decal Kit Full Size (as specified in paragraph
    3.5) - Stock # 109646
    
    The Offer must submit the following samples for evaluation from
    Purchase Description PD-VE-34 as specified in Appendix 2 to
    Annex "A" Statement of Work.
    
    Outline Trim - White (2" sample) - Stock #: 118157
    Outline Trunk Trim - Red (2" sample) - Stock #: 118160
    Rear Trunk Patch - Ford Crown Victoria - Stock #: 73004610
    Rear Bumper Barrier Stripe - Stock #: 73004613
    
    The Offeror must ensure that the required Samples for Evaluation
    are manufactured in accordance with the purchase description
    specified in Appendices 1 and 2 to Annex "A" Statement of Work.
    Rejection of the Samples for Evaluation will result in the offer
    being declared non-responsive. 
    
    RCMP viewing samples will be provided to offerors who are
    requested to provide samples for evaluation and must be used for
    guidance for all factors not covered by the RCMP Purchase
    Descriptions included in Appendices 1 and 2 to Annex "A"
    Statement of Work. The RCMP Purchase Description shall govern. 
    
    The viewing sample must not to be damaged or cut. Offeror must
    return the viewing sample in the same condition as sent to the
    offeror.
    
    The Offeror must ensure that the required samples for evaluation
    are printed and produced to to final format in accordance with
    the technical requirement as stated in Annex "A" Statement of
    Work and are fully representative of the offer submitted.
    Rejection of the samples for evaluation will result in the offer
    being declared non-responsive. 
    
    The Offerors must deliver the required samples for evaluation
    and certificates of compliance at no charge to Canada and must
    ensure that samples for evaluation are received at the PWGSC-Bid
    Receiving offices at: Place du Portage , Phase III 11 Laurier
    Street, Gatineau, Quebec K1A 0S5 by the specified sample
    submission date. Offerors must submit the samples for evaluation
    within 30 calendar days from request. 
    
    Failure to submit the required samples for evaluation and
    certificates of compliance within the specified time frame will
    result in the offer being declared non-responsive. The samples
    submitted by the offerors will remain the property of Canada.
     
    Certificates of Compliance are required for each of the
    following properties as defined herein: 
    
    Reference Purchase Description PD-VE-27 (Appendix 1 to Annex "A"
    Statement of Work)
    
    1. The base material - paragraphs 3.1, 3.1.1, 3.1.2 
    2. The inks - paragraph 3.2, 3.2.1 
    
    Reference Purchase Description PD-VE-34 (Appendix 2 to Annex "A"
    Statement of Work) 
    
    1. The standard base material, paragraphs 2.1.2, 2.1.2.1
    2. The highly reflective materials, paragraphs 2.1.3.1, 2.1.3.2
    
    The samples for evaluation will be evaluated for quality of
    workmanship and conformance to specified materials and
    measurements.

    for Evaluation can be found in Annex E Evaluation Grid.
    Financial Evaluation
    
    To determine the total evaluated price, the prices submitted in
    the Annex B: Basis of Payment of this Request for Standing Offer
    for the Standing Offer Period and the extension periods will be
    calculated as specified in the Annex B Basis of Payment Excel
    spreadsheet being distributed through Government Electronic
    Tender Service.
    
    Basis of Selection
    
    An offer must comply with the requirements of the Request for
    Standing Offers to be declared responsive. The responsive offer
    that meets the Phase II Mandatory Technical Evaluation Criteria
    for Samples for Evaluation with the lowest total evaluated price
    will be recommended for issuance of a standing offer.
