    NATURE OF REQUIREMENT:
    The Department of National Defence requires the provision of
    printing services for the Maple Leaf/La Feuille d'érable, an
    internal communications tabloid newspaper within the Department
    of National Defence, as well as one (1) other internal
    communications tabloid inserted in the Maple Leaf/La Feuille
    d'érable. 
    
    The Contract is in effect for a period from June 1, 2015 to May
    31, 2017, with the option to extend this period by one (1)
    additional one (1) year period under the same terms and
    conditions.
    
    As per the Integrity Provisions under section 01 of Standard
    Instructions 2003, bidders must provide a list of all owners
    and/or Directors and other associated information as required.
    Refer to section 4.21 of the Supply Manual for additional
    information on the Integrity Provisions.
    
    The requirement is limited to Canadian goods and/or services.
    
    Mandatory Technical Criteria
    
    M.1		Project Manager
    
    The Bidder must identify the Project Manager who will be
    responsible for the co-ordination of all aspects of the work and
    will be the prime contact for The Maple Leaf / La feuille
    d'érable Project Authority
    
    M.2		Experience of the Bidder
    
    To demonstrate that the Bidder has the experience and corporate
    capability to provide the services outlined in the Statement of
    Work, the Bidder must provide a detailed description of one (1)
    previous contracts for which the Bidder was under contract to
    one (1) external client to provide the following services: 
    ·	production of tabloids of 16 page format or more;
    ·	printing of tabloids in four (4) colour process or in multiple
    ink colours;
    ·	folding of Tabloids
    ·	insertion of printed inserts into the basic tabloids;
    ·	Scheduled, periodicals (weekly, bi-weekly or monthly)
    distributed to multiple (more than two [2]) destinations. 
    
    The detailed description of contract must demonstrate that the
    quantity of tabloids provided by the Bidder for the Contract was
    a minimum of 10,000 tabloids for each distribution.
    
    During the evaluation, no corporate experience gained through
    internal clients will be accepted or reviewed.
    
    Response Format:
    
    The Bidder must provide the following information: 
    
    ·	a description of the tabloid(s);
    ·	a description of the printing services (including the number
    of ink colours);
    ·	a description of the folding services;
    ·	the quantity of tabloids printed, folded and distributed by
    the Bidder for each scheduled distribution;
    ·	the number of the scheduled distributions;
    ·	the number of the destinations;
    ·	Contact information for the client to whom the Bidder provided
    the identified services. 
    
    M.3   	Business Continuity Plan
    
    The Bidder must provide a Business Continuity Plan (BCP)
    detailing how it will maintain the supply of paper, printing,
    folding and inserting services, and distribution of The Maple
    Leaf and inserts, during events that would negatively impact the
    Bidder's normal operations. 
    
    The BCP must provide details to describe how the Bidder will
    maintain the supply of products and services as specified in the
    Annex A - Statement of Work to meet the Department of National
    Defence (DND) requirements for EACH of the following activities
    (M.3.a - M.3.f):
    
    M.3.a	The supply of the required paper for production artwork;
    M.3.b	Hosting a FTP site for the purpose of uploading and
    downloading files;
    M.3.c	Pre-press operations;
    M.3.d	Printing services related to offset printing;
    M.3.e	Bindery services related to the finishing of tabloids;
    M.3.f	Packaging and distribution operations; 
    
    M.4   	Quality Assurance
    
    The Bidder must provide a description of the how the Bidder will
    maintain the quality of products and services as specified in
    the Annex A - Statement of Work to meet Department of National
    Defence (DND) requirements for EACH of the following activities
    (M.4.a - M.4.d):
    
    M.4.a	Pre-Press operations;
    M.4.b	Printing services related to offset printing;
    M.4.c	Bindery services related to the finishing of tabloids;
    M.4.d	Distribution / Shipping;
    
    Bidders MUST meet all the mandatory requirements of the RFP.
    Bids not meeting all the mandatory requirements will be given no
    further consideration. 
    
    Financial Evaluation
    
    To determine the total evaluated price, the prices submitted in
    the Annex B: Basis of Payment of this bid solicitation for the
    initial period and the extension periods will be calculated as
    specified in the Annex B Basis of Payment Excel spreadsheet
    being distributed through Government Electronic Tender Service.
    
    Basis of Selection
    
    A bid must comply with the requirements of the bid solicitation
    and meet all mandatory technical evaluation criteria to be
    declared responsive. The responsive bid with the lowest
    evaluated price will be recommended for award of a contract
