    NATURE OF REQUIREMENT
    
    Statistics Canada has a requirement for a contractor to complete the print material (i.e., questionnaires, envelopes and letters) production and preparation for distribution requirements for the 2021 Census of Canada (inclusive of both the Census of Population and the Census of Agriculture) in May - June, 2021, and its associated 2019 Behaviour Test (BT) Field Procedures, in April - November, 2019. 
    
    Various questionnaires, envelopes, inserts and letters are required to conduct the census. The Contractor will be required to provide all printing, variable imaging (all questionnaires distributed to dwellings are to be imaged with two unique bar codes, a secure access code, geographic information, in most cases an address and in certain cases, a name), preparation for mailing/distribution and short term storage activities that are to meet the specific operational and technical requirements. Although the associated 2019 BT Field Procedures will not demand the same volumes as required for 2021, all printer processes must be in place and ready to be exercised for the 2019 BT Field Procedures as envisaged in 2021. Statistics Canada’s approach to mail-out and data collection for the 2021 Census will follow an approach that will involve three stages of mail-out.
    The period of the Contract is from date of Contract to March 31, 2022 inclusive.

    The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).

    The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification.
    
    This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    
    This solicitation includes mandatory and point rated technical criteria. Refer to Part 3 and Part 4 and Annex F of the Request for Proposal.
    
    Financial Evaluation
    
    The price of the proposal will be evaluated in Canadian dollars, all applicable taxes excluded; FOB destination, Canadian customs duties and excise taxes included.
    
    The Financial Evaluation will be based on the total aggregate price of the financial proposal for both the
    Census 2021 and the associated 2019 BT Field Procedures for the total quantities requested in the
    Statement of Work and additional quantities using the Excel spreadsheet.
    
    To determine the total aggregate price, the firm all inclusive prices submitted in the Annex B, Basis of Payment will be calculated as specified in the Annex B Basis of Payment excel spreadsheet being distributed through GETS (BuyandSell.gc.ca). The completed excel spreadsheet is to be returned with your proposal in both hard and soft copy formats.
    
    Basis of Selection 
    
    1. To be declared responsive, a bid must: 
    a. comply with all the requirements of the bid solicitation;
    b. meet all mandatory technical evaluation criteria; and 
    c. obtain the required minimum of 270 points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 360 points.    
    
    2. Bids not meeting (a) or (b) or (c) will be declared non-responsive. Neither the responsive bid that receives the highest number of points nor the one that proposed the lowest price will necessarily be accepted. The responsive bid with the lowest evaluated price per point will be recommended for award of a contract.
