    NATURE OF REQUIREMENT
    
    Immigration, Refugee and Citizenship Canada (IRCC) requires the provision of warehousing, distribution, inventory management and ordering services for IRCC’s publications and promotional products.
    
    IRCC has an inventory of approximately 125 publications and promotional products that occupies approximately 1,000 square meters and 300 cubic meter of warehouse space. Approximately 50,000 orders of publications annually are processed for IRCC clients.  Requests for IRCC products are received from the IRCC Project Authority or designated representative, IRCC clients (members of public, and/or external organizations) either via the web ordering site, by mail, facsimile, telephone, or email.
    
    The Contractor must provide a toll-free telephone line(s) to support IRCC client telephone orders available 365 days/year.
    
    The Contractor must also provide a bilingual (English and French) customer service function (an individual or individuals) to respond to contacts made by telephone (via the toll free line) or e-mail from 8:00 AM to 5:00 PM EST/EDST, Monday through Friday inclusive, excluding statutory holidays.
    
    The toll-free telephone line must also provide a voice-mail back-up service for incoming calls when all lines are occupied 365 days/year/24 hours per day.  The Contractor must provide services in both official languages (English and French) including oral (telephone for the toll-free telephone line), writing (e-mail, facsimile, mail) and web (web interface).
    
    The period of the Contract is from April 1, 2019 to March 31, 2020 inclusive, with the irrevocable option to extend the period of the Contract by four (4) additional one (1) year option periods under the same terms and conditions. 
    
    The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    
    The requirement is limited to Canadian goods and/or services.
    
    The Contract does not permit delivery of the requirement detailed under the Contract areas subject to Comprehensive Land Claims Agreements
    
    This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    
    This solicitation includes mandatory and point rated technical criteria. Refer to Part 3 and Part 4 and Annex D of the Request for Proposal.
    
    Financial Evaluation
    
    The price of the bid will be evaluated in Canadian dollars, all applicable taxes excluded; FOB destination, Canadian customs duties and excise taxes included.
    
    The Financial Evaluation will be based on the total evaluated price of the financial proposal using the Excel spreadsheet.
    
    To determine the total evaluated price, the all-inclusive prices and rates submitted in the Annex "B": Basis of Payment will be multiplied and when specified divided by the corresponding quantities for evaluation, and then added together to obtain the total evaluated price as specified in the Annex "B": Basis of Payment Excel spreadsheet being distributed through Government Electronic Tendering Service (BuyandSell.gc.ca).
    
    This total evaluated price will be divided by the total points to determine the price per point.
    
    Basis of Selection
    
    To be declared responsive, a bid must:
    
    (a) comply with all the requirements of the bid solicitation; and
    (b) meet all mandatory technical evaluation criteria; and
    (c) obtain the required minimum of 75 percent overall of the points for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 286 points.
    
    Bids not meeting (a) or (b) or (c) will be declared non-responsive. Neither the responsive bid that receives the highest number of points nor the one that proposed the lowest price will necessarily be accepted. The responsive bid with the lowest evaluated price per point will be recommended for award of a contract.
