    This bid solicitation cancels and supersedes previous bid solicitation number W8486-184688/A dated January 15, 2018 with a closing of January 25, 2018 at 2:00 pm (EST).     NATURE OF REQUIREMENT
    
    The Department of National Defence (DND) requires the printing, fabrication to final format, and delivery of 175,000 + 10 folders with expansion gussets.  
    
    The Contractor must print, produce to final format, and deliver the Canadian Forces Personnel Records Envelopes CF478 to the DND. An initial quantity of 10,000 Canadian Forces Personnel Records Envelopes CF478 must be delivered to Montreal on or before April 3, 2018. A quantity of 140,000 Canadian Forces Personnel Records envelopes delivered to Montreal.
    A quantity of 25,000 Canadian Forces Personnel Records Envelopes CF478 must be delivered to Edmonton (10,000 by May 18 2018 and the remainider by June 2018).

    The period of the Contract will be from date of award to see amendment 007. 
    
    
    The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    
    The requirement is limited to Canadian goods and/or services.
    
    This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation for bid submission.  Bidders must refer to Part 2 of the bid solicitation entitled Instructions to bidders for further information
    
    
    Mandatory Technical Criteria 
    
    M.1   CORPORATE EXPERIENCE 
    
    M.1.1: The Bidder must demonstrate that it has been contractually bound to an external* client (outside of the Bidder's own company) to provide printing and fabrication to final format of a minimum quantity of 100,000 folders with expansion gussets, produced and delivered to the destination address or addresses specified by the Client.
    
    M.1.1.a The Bidder must provide the quantity of folders with expansion gussets provided by the Bidder.
    
    M.1.1.b The Bidder must provide a description of the folders with expansion gussets provided by the Bidder including the finished size.
    
    M.1.1.c The Bidder must provide a description of the printing requirements of the folders with expansion gussets.
    
    M.1.1.d The Bidder must provide the Client Information for the Contract. 
    
    M.1.2: The Contract identified for M.1.1 must have been started or completed on or after February 1, 2013. 
    
    M.1.2.a The Bidder must provide the start or completion date of the Contract.
    
    **During the evaluation no corporate experience gained through internal* clients will be accepted or reviewed.
    
    PROPOSALS NOT MEETING ALL OF THE MANDATORY REQUIREMENTS WILL BE CONSIDERED NON RESPONSIVE AND GIVEN NO FURTHER CONSIDERATION.
    
    
    
    Financial Evaluation
    
    The price of the bid will be evaluated in Canadian dollars, all applicable taxes excluded; FOB destination, Canadian customs duties and excise taxes included.
    
    The sum of the lot prices will determine the evaluated price.
    
    
    Basis of Selection
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
