This request for standing offers (RFSO) cancels and supersedes
previous RFSO number 5P004-100573/A dated 2011-10-28 with a
closing of 2011-12-07 at 02:00 PM EST.

Requirement

The purpose of this Request for Standing Offer (RFSO) is to seek
offers from Offerors interested in providing English and/or
French speech writing services on an "as and when requested
basis" to Parks Canada (PC).

PWGSC anticipates issuing standing offers as follows: 

Category A:  English Speech Writing Services - maximum of three
(3) standing offers 
Category B:  French Speech Writing Services - maximum of three
(3) standing offers

Offerors can choose to submit an offer for any or all of the
categories listed above.

The estimated value of the work to be performed on an annual
basis is $100,000.00, Goods and Services Tax or Harmonized Sales
Tax included.

The requirement is limited to Canadian goods and/or services.

Period of Standing Offers

The standing offers will be in effect from the date of issuance
until March 31, 2013 and will include two (2) option periods of
twelve (12) months each.  

Call-up Limitation

Individual call-ups against the Standing Offers will not exceed
$5,000.00 (Goods and Services Tax or Harmonized Sales Tax
included).

Basis of Selection

Proposals will be evaluated and scored in accordance with
specific evaluation criteria as detailed in the evaluation
criteria. To be considered compliant, bidders must obtain an
overall passing mark of 48 points. The rating is performed on a
scale of 60 points. Proposals scoring less than 48 points will
not be given further consideration.  The responsive 	offers with
the lowest evaluated price per point will be recommended for
issuance of standing offers.






Delivery Date: Above-mentioned

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
