    REQUEST FOR INFORMATION (RFI)

    1. PURPOSE AND NATURE OF THE REQUEST FOR INFORMATION (RFI)

Public Works and Government Services Canada (PWGSC) on behalf of Department of National Defence (DND) requests industry feedback about potential new or existing films, series, video productions and trends in programming and/or broadcasting that could reach various target audiences and feature Canadian Armed Forces (CAF) personnel, equipment and bases.

The information collected from this RFI process will help to develop new awareness and marketing initiatives between government and industry.

The objectives of this RFI are to:

    1. Gather information about potential new and existing programming, series or productions and the  trends in industry that may reach various target audiences of interest to the DND/CAF;
    2. To obtain information about new or existing methods to broadcast or disseminate content that may promote awareness of the CAF in unique and exciting ways; and
    3. Inform industry of the CAF mission, priorities, and target audiences to consider when responding to the RFI.

    2. BACKGROUND

There appears to be many compelling ways to showcase the work of the CAF both domestically and internationally. DND/CAF is seeking to do more than just develop a logo or tagline. DND/CAF is seeking to build the CAF narrative and develop a powerful, identifiable CAF brand that will help Canadians to understand its objectives on a deeper level. DND/CAF seeks to showcase how and where the CAF impacts the lives of Canadians, in order to resonate with Canadians on both an emotional and functional level. Canadians may then use this understanding to make informed choices and determine the value of the Forces within Canada, North America and the world.

The Department of National Defence currently has marketing campaigns that showcase the CAF’s most important asset: the people, whose range of skills and career paths are diverse.

    3. NATURE OF REQUEST FOR INDUSTRY COMMENTS

This RFI is neither a call for tender nor a Request for Proposal (RFP). No agreement or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This RFI is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein.

    4. NATURE AND FORMAT OF RESPONSES REQUESTED

Respondents are encouraged to identify, in the RFI they share with Canada, any information that they feel is proprietary, third party or personal information. Please note that Canada may be obligated by law to a respond to a request under the Access of Information and Privacy Act with regards to the information provided in response to this RFI. Please see: http://laws-lois.justice.gc.ca/eng/acts/a-1/ for further information.

Although the information collected may be provided as commercial-in-confidence (and, if identified as such, will be treated accordingly by Canada), Canada may use the information to assist in drafting performance specifications (which are subject to change) and for budgetary planning purposes for future requirements..

Participation in this RFI is encouraged, but is not mandatory. There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this RFI.

    5. RESPONSE COSTS

Respondents will not be reimbursed for any cost incurred by participating in this RFI.

    6. ENQUIRES AND SUBMISSION OF RESPONSES

Interested Respondents may submit their responses and questions to the PWGSC Contracting Authority, identified below, preferably via e-mail
