    ADVANCE CONTRACT AWARD NOTICE (ACAN)
    
    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good or service contract to a pre-identified
    contractor.  If no other supplier submits, on or before the
    closing date, a Statement of Capabilities that meets the
    requirements set out in the ACAN, the contracting authority may
    then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting officer will proceed to a full
    tendering process.

    PROJECT DESCRIPTION:
    
    Public Works and Government Services Canada intends to establish
    a National Master Standing Offer (NMSO) for access to
    Factiva.com, providing web based access to a searchable database
    containing a comprehensive collection of U.S. and International
    news sources and business information, with the ability to
    search current and retrospective news.  
    
    TRADE AGREEMENTS:
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).
    
    REASON FOR SINGLE TENDERING:
    
    Article 506.12 (a) of AIT is applicable: where, for works of
    art, or for reasons connected with the protection of patents,
    copyrights or other exclusive rights, or proprietary information
    or where there is an absence of competition for technical
    reasons, the goods or services can be supplied only by a
    particular supplier and no reasonable alternative or substitute
    exists.
    
    Factiva Limited is the only known firm capable of providing to
    Federal Government Departments and Agencies:
    	
    w	Web based access to Factiva - a collection of the electronic
    versions of U.S. And International news sources and business
    information;
    w	Searchable archive of up to 33 years; 
    w	Copyright compliant access to 30,000+ sources from 159+
    countries in 22+ languages;
    w	A patented structured taxonomy for all content, in all
    languages, for retrieval of relevant content;
    w	Access to 500+ continuously updated newswires; and
    w	Exclusive provider of the Wall Street Journal and Dow Jones
    newswires.
    
    PERIOD OF NMSO: 
    
    From June 1, 2012 to May 31, 2013, with two (2) additional one
    (1) year option periods.
    
    ESTIMATED VALUE
    
    The estimated value of call-ups is $2,000,000 for the initial
    contract period.

    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
