Telephone No. - (613) 990-5858 Fax No. - (613) 991-5870 Background The purpose of this Request for Standing Offer is to seek the services of firms that provide transcription of client supplied audio/video, on an "if and when requested basis. Scope of Work The RFSO contains 2 streams and offerors have the option to bid on either stream 1 OR stream 2 OR both stream 1 and stream 2: • STREAM 1: GENERAL - verbatim transcripts of client provided audio / video of events including speeches, press conferences, interviews etc. (excludes court and legal proceedings and radio / TV transcripts) • STREAM 2: LEGAL AND COURT PROCEEDINGS - verbatim transcripts of client provided audio / video of public hearings, inquiries, tribunals (excludes onsite court reporting) The period of the standing offer is from January 1, 2017 to December 31, 2017 with three (3) additional one (1) year optional periods. The requirement is subject the Agreement on Internal Trade (AIT). The requirement is subject to a preference for Canadian goods and/or services. Offers will be evaluated separately for each stream and offerors must successfully pass the mandatory, the rated and all other requirements for each stream in order to qualify for a Standing Offer for each of the streams. If the Offeror qualifies for only one stream, a Standing Offer will be awarded for the qualified stream only Basis of Selection 1. To be declared responsive, an offer must: (a) Comply with all the requirements of the Request for Standing Offers; (b) Meet all mandatory technical and financial evaluation criteria; and (c) Obtain the required minimum points for the technical evaluation criteria which are subject to point rating Offers not meeting (a) or (b) or (c) will be declared non-responsive. All responsive offers will be recommended for issuance of a standing offer. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
