    Scope of Work
    
    Global Affairs Canada (GAC) requires an online digital media listening tool that incorporates close to real-time and historical data source(s) from all major social media platforms: Twitter (fire-hose minimum capability of 250 million tweets a month), Facebook, Instagram, Reddit, etc.) and open-online sources: blogs, forums, news sites.
    
    The online tool must allow the client to listen and analyse activities occurring in the social and open-source media space and must include customizable Dashboards that visualize a range of social media data, in order to drive accurate reporting and analysis. The contractor must provide limited Application Programming Interface (API) access to the monitoring and analysis tool’s summary and raw data.
    
    The period of contract is from May 1, 2021 to April 30, 2022 with  four (4) additional one (1) year option periods.
    
    The requirement is subject to a preference for Canadian services.
    
    The requirement is subject to the provisions the Canadian Free Trade Agreement (CFTA)
    
    
    Basis of Selection
    
    1. To be declared responsive, a bid must: 
    
    a. comply with all the requirements of the bid solicitation; and
    b. meet all mandatory criteria; and
    c. obtain the required minimum points for the technical evaluation         criteria which are subject to point rating; and 
    d. Meet all demonstration criteria (if requested to a         demonstration)
    2. Bids not meeting (a) or (b) or (c) or (d) will be declared non-        responsive. 
    3. The selection will be based on the highest responsive combined         rating of technical merit and price. The ratio will be 70% for         the technical merit and 30 % for the price. 
    4. To establish the technical merit score, the overall technical         score for each responsive bid will be determined as follows:         total number of points obtained / maximum number of points         available multiplied by the ratio of 70%.
    
    5. To establish the pricing score, each responsive bid will be         prorated against the lowest evaluated price and the ratio of         30%.
    
    6. For each responsive bid, the technical merit score and the         pricing score will be added to determine its combined rating. 
    7. Neither the responsive bid obtaining the highest technical score         nor the one with the lowest evaluated price will necessarily be         accepted. The responsive bid with the highest combined rating of         technical merit and price will be recommended for award of a         contract.
