Bidders must refer to the solicitation documents for a full description of the requirement and instructions. THIS REQUEST FOR PROPOSAL CONTAINS A SECURITY REQUIREMENT. NATURE OF REQUIREMENT: Public Works and Government Services Canada (PWGSC), on behalf of the Department of Veterans Affairs Canada (VAC), has a requirement for the services of a public opinion research firm to conduct the National Survey. The National Survey will provide information to gain a deeper understanding of the Veteran client population and needs. The purpose of this research project is to measure VAC clients’ levels of satisfaction with Service Delivery and to measure VAC client health and well-being. PERIOD OF THE CONTRACT: The period of the Contract is from date of Contract award to September 1, 2020, inclusive, with one (1) additional 2-years option period. SECURITY REQUIREMENTS: There are security requirements associated with this requirement. For additional information, consult Part 6 - Security Requirements, and Part 7 - Resulting Contract Clauses of the bid solicitation. TRADE AGREEMENTS: The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). INTELLECTUAL PROPERTY: The Department of Veterans Affairs Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, for the following reasons, as set out in the Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts: the main purpose of the Contract, or of the deliverables contracted for, is to generate knowledge and information for public dissemination. CANADIAN CONTENT POLICY: The requirement is limited to Canadian services. EPOST CONNECT SERVICE: This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information. PHASED BID COMPLIANCE PROCESS: The Phased Bid Compliance Process applies to this requirement, as detailed in the bid solicitation. TECHNICAL EVALUATION CRITERIA: The Mandatory and Point Rated Technical Evaluation Criteria are included in Part 4 - Evaluation Procedures and Basis of Selection and in Annex F, Technical Evaluation Criteria, of the bid solicitation. The Mandatory Technical Evaluation Criteria include: M.1 Senior Researcher/Project Manager - Curriculum Vitae M.2 Senior Researcher/Project Manager - Project Samples M.3 Senior Researcher/Project Manager M.4 Fieldwork Firm / Sub-Contractors M.5 Fieldwork Firm / Sub-Contractor - Project Samples The Point Rated Technical Evaluation Criteria include: R.1 Understanding the Requirement R.2 Methodology R.3 Senior Researcher/Project Manager - Qualifications R.4 Senior Researcher/Project Manager - Sample Projects R.5 Fieldwork Firm / Sub-Contractors - Experience BASIS OF SELECTION: Highest Combined Rating of Technical Merit and Price 1. To be declared responsive, a bid must: a. comply with all the requirements of the bid solicitation; and b. meet all mandatory criteria; and c. obtain the required minimum points specified for each criterion for the technical evaluation, and d. obtain the required minimum of 828.8 points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 1184 points. 2. Bids not meeting (a) or (b) or (c) and (d) will be declared non-responsive. 3. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70 % for the technical merit and 30 % for the price. 4. To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 70 %. 5. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 30 %. The pricing score will be calculated as follows: Lowest Bid Evaluated Price divided by Bidder’s Bid Evaluated Price multiplied by the ratio of 30%. The Bid Evaluated Price will be calculated as detailed in Part 4 - Evaluation Procedures and Basis of Selection and in Annex G, Financial Evaluation, of the bid solicitation. 6. For each responsive bid, the technical merit score and the pricing score will be added to determine its combined rating. 7. Neither the responsive bid obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.
