    Requirement 
    Through this Request for Standing Offers (RFSO), the Department
    of Public Works and Government Services Canada (PWGSC) is
    looking to establish a maximum of three (3) Departmental
    Individual Standing Offers (DISOs) for Aboriginal Set-Aside
    Advertising Services, which could be used for advertising
    campaigns estimated at up to $350,000.00 (excluding GST/HST). 
    
    Advertising is an important way for the Government of Canada
    (GC) to communicate with Canadians. The GC uses advertising to
    inform Canadians about its services, programs, initiatives and
    policies. Advertising is also an essential tool used to alert
    the population about environmental and public health and safety
    issues, invite consultation on matters of public interest, and
    notify people about their legal rights and obligations. All
    federal advertising is conducted in accordance with the
    Communications Policy of the Government of Canada.
    
    Sourcing
    Canadian Content Policy - The requirement is limited to Canadian
    goods and/or services.
    Trade Agreements - This procurement is not subject to any trade
    agreements.
    
    Note to Offerors
    Offerors are reminded that in order to ensure a clear
    delineation between the GC's media buying agency (contract no.
    EP361-091572/001/CZ) and the GC's creative and planning
    agencies, an exclusivity clause presently forms part of the
    media buying agency contract.  The media buying agency, and as
    applicable, its parent company, its subsidiaries corporation,
    and any body corporate of the Contractor's immediate family will
    not be eligible to bid on other GC procurement contracts
    relating to advertising.  The resulting Standing Offers fall
    under this exclusivity provision as business related to
    advertising.  Further, any subcontractor proposed by an offeror
    on the RFSO will be bound by the same terms and conditions as
    the offeror.
    
    Canada reserves the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
    
    Evaluation Process
    Bidders MUST meet all the mandatory requirements of the RFSO. 
    No further consideration will be given to bidders not meeting
    all the mandatory criteria.  The mandatory criteria include:
    providing three (3) examples of advertising/marketing campaigns
    which were completed within the last three (3) years of the bid
    closing date.
    identifying the key personnel who would be assigned to several
    key categories
    complying with the certification requirements described in the
    RFP.
    
    Bidders that meet all mandatory criteria will be evaluated
    further using point-rated criteria.
    
    Period of the Standing Offer
    The period of the Standing Offer will be from date of award to
    May 31, 2015 with the possibility of two (2) additional one (1)
    year extension periods under the same terms and conditions.
    
    Basis of Selection
    The three (3) responsive bids with the highest combined total
    (70% technical / 30% financial weighting) will be recommended
    for award of a Standing Offer.
