    Requirement
    The Department of the National Defence (DND) and the Canadian
    Armed Forces (CAF) require a Contractor to develop an innovative
    and integrative recruitment marketing and advertising strategy,
    as well as plan, manage and implement regional and national
    campaigns, activities and partnerships.
    
    Sourcing
    Canadian Content Policy - The requirement is solely limited to
    Canadian goods and/or services.
    Trade Agreements - This procurement is not subject to any trade
    agreements.
    
    Note to Bidders
    Bidders are reminded that in order to ensure a clear delineation
    between the GC's media buying agency (contract
    no.EP361-091572/001/CZ) and the GC's creative and planning
    agencies, an exclusivity clause presently forms part of the
    media buying agency contract. The media buying agency, and as
    applicable, its parent company, its subsidiaries corporation,
    and any body corporate of the Contractor's immediate family will
    not be eligible to bid on other GC procurement contracts
    relating to advertising. The resulting Contrat fall under this
    exclusivity provision as business related to advertising.
    Further, any subcontractor proposed by an offeror on the RFP
    will be bound by the same terms and conditions as the Bidder.
    
    Canada reserves the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
    
    Evaluation Process
    Bidders MUST meet all the mandatory requirements of the RFP. No
    further consideration will be given to bidders not meeting any
    of the mandatory criteria. The mandatory criteria include:
    Bidders MUST demonstrate their experience and expertise in
    developing and executing advertising and marketing campaigns by
    submitting two (2) examples which were produced and completed*
    within the past three (3) years, as of the bid closing date. 
    One of the examples must be an integrated multi-media
    advertising and marketing campaign that targeted various
    audiences, and included women as a primary target audience; 
    One of the examples must be a campaign that addressed a change
    in mindset (way of thinking)
    Bidders MUST propose one (1) resource for each of the key
    categories of service identified below. The minimum number of
    years of experience for each is:
    Account Strategy and Direction - 3 years as an Account Manager,
    Senior Account Executive or equivalent
    Media Strategy and Direction - 5 years as a Media Strategist,
    Media Director or equivalent
    Digital Engagement Strategy and Direction (including Web and
    Interactive Multimedia) - 5 years as Digital engagement
    strategist, Web and Interactive Multimedia Strategist or Digital
    Director
    Creative Strategy and Direction - 5 years as a Creative
    Director, Executive Creative Director, Group Creative Director
    or equivalent
    Provide hourly rates in accordance with Annex "B"; and
    Complying with the certification requirements described in the
    RFP.
    
    Period of the Contract
    The period of the Contract will be from date of award to March
    31, 2015 with the possibility of three (3) additional one (1)
    year extension periods under the same terms and conditions.
    
    Basis of Selection
    The responsive bid with the highest combined total (80%
    technical / 20% financial weighting) will be recommended for
    award of a Contract.
