THE CFTA APPLIES TO THIS SOLICITATION. Requirement The Government of Canada (GC) has committed to legalize, regulate and restrict access to cannabis to keep it out of the hands of children and the profits out of the hands of criminals. In line with this commitment by the GC, Public Safety Canada’s (PSC) mandate is to keep Canadians safe from a range of risks; this includes raising awareness of the dangers of Drug impaired driving (DID). PSC is seeking a lead advertising creative agency to develop and deliver a multi-media, multi-phased social marketing and advertising campaign to raise awareness about the risks of drug-impaired driving (DID). This requirement is limited to Canadian goods and/or services. Evaluation Process Bidders MUST meet all the mandatory requirements of the Request for Proposals. No further consideration will be given to proposals not meeting all the mandatory criteria. Mandatory Criteria The Bidder MUST submit two (2) examples of advertising and marketing campaigns which were produced and completed within the last three (3) years of the bid closing date. A. Both examples must be integrated multi-media advertising campaigns. B. One (1) of the examples must be a campaign that addressed a change in mindset (way of thinking) primarily aimed at youth (13-24). Each example ad should be provided in both English and French. If the ad was originally produced in only one of Canada’s official languages, it must be adapted (text only) to the other official language prior to submission. Bidders that meet all mandatory criteria will be evaluated further using point-rated criteria. The Bidder must comply with the certification requirements as described in Part 5 of the solicitation. Period of the Contract Services are required from the date a contract is awarded until March 31, 2018, with four (4) possible extensions of one (1) year up to March 31, 2022. Basis of Selection The responsive bid with the highest combined rating of technical (80%) and price (20%) will be recommended for award of a contract. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
