Requirement

National Resources Canada (NRCan) requires the services of one
Advertising agency to sustain an engagement and outreach
campaign internationally to secure and expand market access for
Canadian natural resources, primarily energy, by ensuring a
fact-based public dialogue and by strengthening Canadas brand as
a global leader in responsible resource development.

Sourcing

Canadian Content Policy - The requirement is conditionally
limited to Canadian goods and/or services.

Trade Agreements - This procurement is not subject to any trade
agreements.

Note to Bidders

Bidders are reminded that in order to ensure a clear delineation
between the GC's media buying agency (contract
no.EP361-091572/001/CZ) and the GC's creative and planning
agencies, an exclusivity clause presently forms part of the
media buying agency contract. The media buying agency, and as
applicable, its parent company, its subsidiaries corporation,
and any body corporate of the Contractor's immediate family will
not be eligible to bid on other GC procurement contracts
relating to advertising. The resulting Contrat fall under this
exclusivity provision as business related to advertising.
Further, any subcontractor proposed by an offeror on the RFP
will be bound by the same terms and conditions as the Bidder.

Canada reserves the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.

Evaluation Process

Bidders MUST meet all the mandatory requirements of the RFP. No
further consideration will be given to bidders not meeting any
of the mandatory criteria. The mandatory criteria include:

The Bidder must submit two (2) examples, produced and completed
within the last five (5) years, of an international, integrated
multi-media advertising, public relations and social media
campaign. For each example, a copy of actual advertising (at
least 3 mediums must be represented) in the original language of
the ad, accompanied by translated versions in both English and
French (if applicable).
Identifying the key personnel who would be assigned to several
key categories;
Demonstation of their understanding of the requirement and their
proposed approach
Provided hourly rates in accordance with Annex "B"; and
Complying with the certification requirements described in the
RFP.

Bidders that meet all mandatory criteria will be evaluated
further using point-rated and financial evaluation criteria.

Period of the Contract

The period of the Contract will be from date of award to March
31, 2014 with the possibility of one (1) additional one (1) year
extension period under the same terms and conditions.

Basis of Selection

The responsive bid  with the highest combined total (70%
technical / 30% financial weighting) will be recommended for
award of a Contract.
