    TITLE:  Medical Consultant to Defence R&D Canada - Suffield
    
    REQUIREMENT:
    Defence Research and Development Canada (DRDC) - Suffield,
    Medicine Hat, Alberta has a requirement 
    to obtain the services of a Contractor with the medical
    knowledge and experience necessary to advise the Centre Director
    (CD) on hazards affecting the health and safety of DRDC Suffield
    employees and human volunteers involved in the research program,
    all in accordance with the Statement of Work, Annex "A".
    
    To qualify a bid will have to consist of no less than 80% of
    goods and/or services of Canadian origin.
    
    Security Requirement
     
    1.	The Contractor/Offeror must, at all times during the
    performance of the Contract/Standing Offer, hold a valid
    Designated Organization Screening (DOS), issued by the Canadian
    Industrial Security Directorate (CISD), Public Works and
    Government Services Canada (PWGSC). 
    
    2. 	The Contractor/Offeror personnel requiring access to
    PROTECTED information, assets or sensitive work site(s) must
    EACH hold a valid RELIABILITY STATUS, granted or approved by
    CISD/PWGSC.
    
    3. 	The Contractor/Offeror MUST NOT remove any PROTECTED
    information or assets from the identified work site(s), and the
    Contractor/Offeror must ensure that its personnel are made aware
    of and comply with this restriction.
    
    4. 	Subcontracts which contain security requirements are NOT to
    be awarded without the prior written permission of CISD/PWGSC.
    
    5. 	The Contractor/Offeror must comply with the provisions of
    the:
    
    	(a) 	Security Requirements Check List and security guide (if
    applicable), attached at Annex 			"C";
    	(b) 	Industrial Security Manual (Latest Edition).
    
    MANDATORY REQUIREMENTS:
    A) Mandatory Criteria at Solicitation Closing
    Failure to meet any of the following mandatory requirements at
    solicitation closing will render your submission non-compliant
    and given no further consideration.
    
    1) Education:  PhD Medicine
    2) Experience:  As a Medical Practitioner
    3) Provision of evidence that bidder is currently licensed in
    the Province of Alberta to carry out the work required. Provide
    photocopy of valid provincial medical license.
    
    
    CONTRACTOR SELECTION: 
    Selection will be based on the best value to Canada on the basis
    of highest combined rating of merit and first task price.
    
    PERIOD OF CONTRACT: 
    It is anticipated that any contract will be effective from date
    of Contract to March 31, 2014 inclusive. There are three (3)
    option periods from April 1, 2014 to March 31, 2015; April 1,
    2015 to March 31, 2016; and April 1, 2016 to March 31, 2017.
