    1.	Advance Contract Award Notice
    
    An ACAN is a public notice indicating to the supplier community
    that a department or agency intends to award a contract for
    goods, services or construction to a pre-identified supplier,
    thereby allowing other suppliers to signal their interest in
    bidding, by submitting a statement of capabilities. If no
    supplier submits a statement of capabilities that meets the
    requirements set out in the ACAN, on or before the closing date
    stated in the ACAN, the contracting officer may then proceed
    with the award to the pre-identified supplier.
    
    2.	Definition of the Requirement
    
    The National Research Council's National Institute for
    Nanotechnology (NINT), Edmonton, Alberta, facilitates
    fundamental research in electron microscopy in order to explore
    the nature of matter at the atomic level and develop
    characterization techniques for such a scale. NINT is seeking
    the supply and delivery of one (1) HT7700 Microscope to further
    the development of the Maestro toolbox.  The complete microscope
    must be received at NINT, Edmonton, Alberta not later than
    December 19, 2014.
    
    3.	Criteria for assessment of the Statement of Capabilities
    (Minimum Essential Requirements)
    
    Any supplier must demonstrate by way of a statement of
    capabilities that its equipment meets the following requirements:
    
    Item	Description
    M1	Incident electron energy 40 keV or less to 120 keV or more
    adjustable in 1 kV steps. Lens currents must be linked to the
    incident energy.
    M2	LaB6 electron source and gun valve separating the gun from
    the microscope column.
    M3	Magnification from 100 x or less to 800,000 x or more
    pre-programmed in the microscope control software
    M4	Diffraction camera length 0.2 m to 8 m.
    M5	Image resolution 0.204 nm or less
    M6	Microscope must be capable of convenient weekly column baking
    to at least 50°C measured near the sample plane.
    M7	Specimen stage with a minimum of ±30° tilt and memory for at
    least 20 sample positions.
    M8	Standard single tilt sample holder.
    M9	Exposure meter calibrated in A/cm2 at a film plane with
    sensitivity to 1x10-12 A or less.
    M10	Possibility to connect external picoampermeter
    M11	Fully dry evacuation system composed of a turbomolecular
    pump and a scroll pump
    M12	A bottom port of the microscope must be available for
    mounting attachments such as, but not limited to electron energy
    loss spectrometers.
    M13	The microscope must have a suitable input for connecting
    external beam positioning signal such as used for EDX mapping.
    M14	All functions of the microscope must be accessible over a
    LAN or similar interface to an external computer. This external
    control functionality must include the following: a) all
    microscope's lens and deflectors, sample stage position and
    tilt, cameras and rotation on holders that allow for sample
    rotation. b) Get/Set HV status, emission and similar beam
    current conditions c) GetMicroscope() - command reading hex and
    ascii code from microscope d) SetMicroscope() - command writing
    hex and ascii code to microscope e) microscope mode illumination
    lens f) microscope mode post-objective lens g) magnification h)
    objective focus, objective lens current i) objective stigmation
    j) condenser stigmation k) intermediate stigmation  l) Stage x,
    y, z, alpha, beta m) lens current for each lens in microscope n)
    deflector data set/get for each deflector o) apertures
    in/out/position p) blanking on/of (if it is done by a coil other
    than then deflectors above) q) screen up/down r) beam stop
    in/out s) blank / unblank the beam
    M15	The instrument configuration must be such that it allows for
    the following upgrades to be added without significant
    modifications of the core instrument: 1.Installation of STEM
    secondary electron detector 2.A holder with ability to achieve
    and retain liquid nitrogen temperature with sufficient stability
    for >3 hr observation must be available for the microscope.
    3.Heating holder capable of achieving 1500° C or more must be
    available for the microscope. 4.An environmental holder without
    membrane enclosure allowing for 10 Pa or more gas pressure to be
    delivered to the sample area. 5.The microscope must allow for
    installation of an EDX detector. 6.Motor driven, computer
    controlled apertures mechanisms for condenser, objective and
    selected area aperture assemblies. 7.Microscope must allow for a
    tomography holder with continuous 360 degree rotation along an
    axis perpendicular to the electron beam. The holder must be
    compatible with Hitachi NB 5000 dual beam instrument at NINT and
    micropillar sample preparation.
    M16	All instruments all passwords and hardware keys needed to
    service and factory level access to the instrument must be
    provided to NINT personnel prior commencing instrument
    installation. A full field engineer service documentation,
    circuit diagrams, communication and installation documentation
    must be provided to NINT prior commencing installation.
    
    	
    4.	Applicability of the trade agreement(s) to the procurement
    
    The procurement is subject to the following trade agreements:

    5.	Justification for the Pre-Identified Supplier
    
    The Hitachi, HT7700 Microscope is the only known microscope
    capable of providing the connectivity necessary to develop the
    Maestro toolbox component.  
    
    Hitachi is the manufacturer and sole supplier of the HT7700
    Microscope.

    6.	Government Contracts Regulations Exception(s)
    
    The following exception(s) to the Government Contracts
    Regulations is invoked for this procurement under subsection 6
    (d) - only one person is capable of performing the contract.

    with one firm only as identified above. Should you have any

    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
