    The Canada Border Services Agency (CBSA) has a requirement for
    the supply and installation of a fully operational video
    monitoring system (VMS) for for the Canada Border Services
    Agency (CBSA) Enforcement and Intelligence Division (EIOD)
    Project in Edmonton, Alberta.
    
    In light of the new construction of the EIOD building in
    Edmonton, a fully operational IP video surveillance system
    consisting of thirty-eight (38) high definition capable cameras
    are required in order to protect CBSA employees and assets, as
    well as to maintain the safety and security of employees and the
    general public, while respecting Canadian laws regarding privacy
    rights of individuals and employees.
    
    All hardware and software must be supported by the Milestone
    XProtect Video Management Software.
    
    This requirement is requested to be completed before January 31,
    2014.
    
    Bidders must provide proof that they have completed a minimum of
    three (3) similar systems within the last five (5) years.
    
    There is a security requirement associated with this
    requirement. For additional information, consult Part 6 -
    Security, Financial and Other Requirements, and Part 7 -
    Resulting Contract Clauses. Bidders should consult the "Security

    Bidders who who do not hold the required security clearance are
    encouraged to seek sponsorship from the Contracting Authority. 
    Sponsorship does not commit Canada to any contractural
    obligations.
    
    Prior to contract award, the bidder must hold a valid CBSA
    Reliability Security Clearance.
    
    Bidders must provide a list of names, or other related
    information as needed, pursuant to section 01 of standard
    Instructions 2003.
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).  The requirement is exempt from the North
    American Free Trade Agreement (NAFTA) under Annex 1001.1b-1. ;
    World Trade Organization - Agreement on Government Procurement,
    Appendix I, article 1(d).
