    1. ADVANCE CONTRACT AWARD NOTICE (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. DEFINITION OF THE REQUIREMENT 
    
    The Department of National Defence (DND), Canadian Forces Base (CFB) Shilo is attempting to attain a higher security posture in regard to telecommunications through the reduction of fortuitous conductors.  Currently BellMTS is the provider of telecommunications services delivered to their subscribers in CFB Shilo and owns the complete solution delivering services
    and provides services to clients within CFB Shilo via traditional copper circuits.  However, the department has embarked upon an initiative to reduce electromagnetic emissions (EM), so there is a requirement to upgrade an existing telecommunications (Telecom) segment (approximately 500 meter) from the copper to fibre optic. 
    There will be no change to the existing line up of services purchased by CFB as a result of this project.  
      
    3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS) 
    
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: 
    
    1.1 System
    
    Contractor must convert the delivery of telecommunications services between the current telecommunication provider’s Point of Presence (POP) and DND POP. Currently delivered services are provided via an electrical (copper) telecommunications cable between the two buildings. This circuit must be upgraded to fibre optic. This will be conducted in two phases.
    
    1.2 Phase one:
    
    • Contractor will procure all requisite network equipment and supporting materials that enable services between the DND and current telecommunication POPs to be delivered via fibre optic cable.
    • Do any pre work required external of CFB Shilo at current telecommunication provider’s facility to enable the conversion. 
    • Begin installation of supporting equipment hardware required for upgrade from copper to fibre optics which is scheduled to complete in Phase 2.
    
    1.3  Phase Two:
    
    • Contractor will install, configure, and test equipment required in support of delivering existing services via fibre optic medium. 
    • Cut over services to the fibre optic cable and the copper telecommunications cable terminated in a fashion to ensure minimal emanations from legacy copper circuits. 
    • Install required hardware to the current telecommunication providers central office located in Brandon for the delivery of all existing Voice services currently supplied to The Customer
    • Installation of supporting equipment hardware that began in Phase 1 should be completed
    • Installation of Voice Switch in CFB Shilo’s equipment room that will connect back to the current telecommunication providers Brandon Central Office.
    • IPDSLAM (Internet protocol digital subscriber line access multiplexer), Device to be installed in the equipment room to provide internet services.
    • Develop Cutover schedule between contractor and The CFB.
    • Perform network cutover activities.
    • All equipment and end services will be tested and confirmed to be active following Installation. 
    
    1.4 Working Hours: 
    
    All work to be completed during regular work hours (Monday to Friday 7:00 am to 4:00 pm     local time)
    
    1.5 Client (CFB) Responsibilities:
     
    • Designate a Project Manager to whom all contractor communications may be addressed and who has the authority to act on behalf of and represent the client.
    • If requested the Client will provide contractor with a copy of current floor plans at each site.
    
    1.6 Project Management
    
    Contractor to provide weekly progress reports to the Project Manager (client department).
    
    1.7 Unforeseen Hazards
    
    • Should any unforeseen or peculiar safety-related factor, hazard, or condition become evident during the performance of work, contractor report it to the Project Authority immediately.
    • If workers uncover or disturb suspected asbestos products, STOP work in that area and report to Project Authority immediately.
    
    1.8 Mandatory Delivery Requirement 
    
    •    Upgrade must be 100% capable of delivering existing telecommunications services
    •    Upgrade must be 100% compatible with existing telecommunication structure 
    • The Contractor must complete phase one before 2018-06-30
    • The Contractor must complete phase two before 2018-09-04
     
    4. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT 
    
    The procurement is subject to the following trade agreement.
    
    Canadian free Trade agreement (CFTA).
    
    
    5. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
    
    Some BellMTS telecommunication services are currently being delivered to CFB Shilo via an in ground copper cable. The intent is to migrate existing BellMTS services from the in ground copper cable to a fiber optic cable. The segment to be changed is less that 500m and terminates at the BellMTS central office located in Shilo and the DND point of presence. The services provided over the segment also resides on their system external of CFB Shilo at BellMTS central office located in Brandon. 
    This upgrade requires pre-work in BellMTS central office located in Brandon and remainder of the work will be completed in BellMTS central office Shilo. Other providers do not have physical access to BellMTS central office both in Shilo and Brandon. They also do not have the physical wired infrastructure in place at CFB Shilo capable of providing a similar solution.
    
    6. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S) 
    
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person or company is capable of performing the work. 
    
    7. EXCLUSIONS AND/OR LIMITED TENDERING REASONS
    
    CFTA Article 513: Limited Tendering
    
    (b) If the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons:
    
    (iii) due to absence of competition for technical reasons. 
    
    8. PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE 
    
    All items required for the upgrade should be delivered, installed and tested before 2018-09-04.
    
    9. COST ESTIMATE OF THE PROPOSED CONTRACT 
    
    The estimated value of the contract, is $480,113.01 (GST/HST extra).
