    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

    Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    This Regional Individual Standing Offer (RISO) is for the supply, delivery and off-loading of Miscellaneous Groceries, Dairy Products,  Meats and Fresh Produce to the Department of National Defence (DND), 4 Wing Cold Lake located at Cold Lake, Alberta on an "as required", basis. 
    
    The items and estimated quantities required are listed in Annex B, Working Documents - List of Products. The estimated quantities are for evaluation purposes only and do not represent the actual quantity that will be ordered during the period of the Standing Offer. Bids must be submitted in accordance with the ANNEX B Schedule of Tender Closing Dates. 
    
    The requirement is divided into the following five (5) categories and their refresh/rebid periods are as follows:
    
    
    1) Miscellaneous Grocery - rebid every six month, no refreshes;
    2) Dairy Products - rebid every six months, no refreshes, price adjustments, as applicable;
    3) Meats - rebid every three months, no refreshes;
    4) Fresh Produce - rebid every three months, with monthly prices refreshes between quarterly rebids.
    
    
    One (1) Standing Offer is to be issued per category as a result of this procurement process. If an Offeror is being recommended for issuance of a Standing Offer for more than one category, only one Standing Offer will be issued to this supplier for those categories if the periods are the same.
    
    This RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to Part 2 of the RFSO entitled Offeror Instructions and Part 3 of the RFSO entitled Offer Preparation Instructions, for further information on using this method.
    
    Anticipated migration to an e-Procurement Solution (EPS)
    
    Canada is currently developing an online EPS for faster and more convenient ordering of goods and services. In support of the anticipated transition to this system and how it may impact any resulting Standing Offer that is issued under this solicitation, refer to 6.12 - Transition to an e-Procurement Solution (EPS).
