Summary:
Public Services and Procurement Canada (PSPC), on behalf of Department of National Defence, CFB Shilo, Flatlands Dining Hall, has a requirement for a Regional Individual Standing Offer for the supply, delivery and offloading of various quantities of Meat, Fresh Fruits &Vegetables and Frozen food, on an as and when requested basis for the period of the Standing Offer.

a) Meat
b) Fresh Fruit and Vegetables
c) Frozen Food

It is Canada’s intention to issue up to three (3) standing Offers for each category (meat, Fresh fruit & vegetables and Frozen food.

The Standing Offer holder and any other interested suppliers will be given the opportunity to rebid as outlined in Annex B.

**A new solicitation/Annex B will NOT be posted prior to a rebid period. It is the supplier’s responsibility to ensure offers are submitted by the closing date identified in the schedule of closing dates. **


The periods of the Standing Offers are 

a) Meat

Period A: March 1, 2021 to May 31, 2021  
Period B: June 1, 2021 to August 31, 2022.
Period C: September 1, 2021 to November 30, 2021
Period D: December 1, 2021 to Feb 28, 2022

*Period B, C and D will be rebid for the period listed as above and as laid out in the solicitation documents.

b) Fresh Fruit and Vegetables

Period A: March 1, 2021 to May 31, 2021  
Period B: June 1, 2021 to August 31, 2022.
Period C: September 1, 2021 to November 30, 2021
Period D: December 1, 2021 to Feb 28, 2022

*Period B, C and D will be rebid for the period listed as above and as laid out in the solicitation documents. 

c) Frozen Food

Period A: March 1, 2021 to August 31, 2021  
Period B: September 1, 2021 to Feb 28, 2022.

*Period B will be rebid for the period B as laid out in the solicitation documents. 

This RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to Part 2 of the RFSO entitled Offeror Instructions and Part 3 of the RFSO entitled Offer Preparation Instructions, for further information on using this method.

IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS

Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 

Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.
