    Nature of Requirements: 
    
    1. ADVANCE CONTRACT AWARD NOTICE (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. DEFINITION OF THE REQUIREMENT 
    
    Defence Research and Development Canada (DRDC) has a requirement for the provision of repairs and improvements on the Suffield Research Centre (SRC) chemical vaporizer unit and its associated test cells. The vaporizer and test cells are necessary to conduct the evaluation of chemical protective materials. The vaporizer system is a one-of-a-kind instrument with components assembled and controlled in a unique way to achieve our desired chemical concentrations, flowrates, and safety measures. Continued work is necessary as challenges with different chemicals emerge and improvements based on validation tests become necessary.
    
    The work will involve the following: 
    
    (a) The Contractor must perform repairs on the chemical vaporizer and test cells as required. The Contractor must supply all parts, labour and tools required to complete the repairs.  The Contractor must demonstrate full operational function of the instrument to the Technical Authority (TA) upon completion of the repairs. Full operational function indicates that desired chemical concentrations, flowrates, and safety measures are achieved
    
    (b) The Contractor must develop, install, and test improvements to the chemical vaporizer unit and test cells in consultation with the TA.  The Contractor must supply all parts, labour, and tools required to complete the improvements. The Contractor must demonstrate full operational function of the instrument to the TA upon completion of the improvements. Full operational function indicates that desired chemical concentrations, flowrates, and safety measures are achieved.
    
    3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS) 
    
    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 
    
    (a) EDUCATION: Engineering staff must hold as a minimum a Bachelor of Science in Engineering in a field relevant to the operation of the chemical vaporizer (mechanical, computer, electrical).
    (b) EDUCATION: Technical staff must hold as a minimum a diploma in a field relevant to the operation of the chemical vaporizer (engineering technology, electronics and instrumentation, journeyman electrician) from a recognized technical school.
    (c) CERTIFICATION: Engineer staff must be certified Professional Engineer(s) with the Province of Alberta
    (d) EXPERIENCE: All professional engineering and technical support staff must have experience working with equipment, instrumentation, and computer process control systems in the operation of closed-loop process control systems for dissemination of vapours.  This must include chemical vapour detection systems, programmable syringe pumps, Bronkhorst  Digital Readout and control system E-7000 for analog and digital instruments, Bronkhorst Controlled Evaporator and Mixer, Bronkhorst digital Mass Flow/Pressure instruments laboratory style/ IN_FLOW, temperature and humidity sensors, chemical vapour mixing vessels, Labview Control Software.
    
    4. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT 
    
    This procurement is subject to the following trade agreement(s): Canadian Free Trade Agreement (CFTA)
    
    5. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER 
    
    This contract is a continuation of W7702-115093/001/REG. The Suffield Chemical Vapour Generator system was designed and developed this contract. Amtech was actively involved in contract W7702-115093/001/REG. Amtech is the only known supplier that has personnel that can meet the requirements as they assisted in design and development, have proprietary knowledge of the system, and have completed prototypes for the Cartridge Test Cell Assembly and the Carbon Test Cell. The Suffield Chemical Vapour Generator system is a one-of-a-kind instrument that was specifically designed for the Suffield Research Centre where components are assembled in a unique way to achieve desired chemical concentrations, flowrates, and safety measures. 
    
    6. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S) 
    
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work"
    
    7. EXCLUSIONS AND/OR LIMITED TENDERING REASONS 
    
    The following exclusion(s) and/or limited tendering reasons are invoked under the Canadian Free Trade Agreement (CFTA) - Article 513, 1biii 
    
    8. PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE 
    
    The proposed contract is for a period from date of contract award to 2019-03-31 with irrevocable options to extend the term of the Contract by up to two (2) additional one (1) year periods under the same conditions.
    
    9. COST ESTIMATE OF THE PROPOSED CONTRACT 
    
    The estimated value of the contract, including option(s), is $31,500.00 (GST/HST included).

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    12. CLOSING DATE FOR A SUBMISSION OF A STATEMENT OF CAPABILITIES 
    
    The closing date and time for accepting statements of capabilities is August 8, 2018 at 2:00 p.m. MDT.

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
