    Nature of Requirements: 
    
    1. ADVANCE CONTRACT AWARD NOTICE (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. DEFINITION OF THE REQUIREMENT 
    
    Defence Research and Development Canada (DRDC) - Suffield Research Centre has requirements for the following:
    
    2.1 Acquisition of Class III Horizontal Multi-Stage Glovebox
    
    Design, manufacture, supply, delivery, installation, and commissioning of one (1) Class III Horizontal Multi-Stage Glovebox, that must be used with an existing fume hood. The glovebox must have combined High Efficiency Particulate Air (HEPA) and carbon filtration due to the highly toxic nature of the work to be done in it.
    
    Due to space constraints with the existing fume hood the glovebox must be modular, portable, and have a small form factor.
    
    2.2 Repurpose Inhalation Toxic Containment Systems
    
    Renovation of a high toxicity suite chemical laboratory, as follows:
    
    2.2.1 Glovebox, Attached to Custom Fume Hood (Glovebox A)
    
    Design, fabrication, modification, supply, delivery, installation, and commissioning of one (1) Germfree Model DGB-45 glovebox owned by DRDC - SRC. Glovebox A must be attached to the Custom Fume Hood.
    
    2.2.2 Glovebox, Independent (Glovebox B)
    
    Design, fabrication, modification, supply, delivery, installation, and commissioning of one (1) Germfree Model DGB-45 glovebox owned by DRDC - SRC.
    
    2.2.3 Custom Fume Hood
    
    Design, manufacture, supply, delivery, installation, and commissioning of one (1) Custom Fume Hood to be attached to Glovebox A.
    
    3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS) 
    
    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 
    
    3.1 Acquisition of Class III Horizontal Multi-Stage Glovebox
    
    The Contractor must provide one (1) custom Class III Horizontal Multi-Stage Glovebox that meets the following specifications:
    
    M1 = Glovebox must consist of Main Chamber, Test Chamber, and Pass Through Chamber
    M2 = Dimensions must be less than 50cm in depth x 200cm in width, 74cm high (at fume hood rear) and 80cm high (at fume hood front - by sash)
    M3 = Biological and chemical class III glovebox/filtration system must meet National Science Foundation (NSF)/American National Standards Institute (ANSI) 49-2016 standards certification levels
    M4 = Must include two (2) new Combined HEPA (removes particles less than 0.1 microns) / Carbon (ASZM-TEDA) filters.  They must meet MIL STD 282-T105/EAF1284.
    M5 = Must include two (2) new HEPA (removes particles less than 0.1 microns) filters for any intake port
    M6 = Power requirement must be 115VAC, 60Hz, 12A
    M7 = Must have four (4) x 15A/20A duplex plugs in Main Chamber; two (2) on each side OR four (4) along back wall
    M8 = Must meet Canadian Standards Association (CSA) OR Canadian Electrical Code (CEC), current edition - or equivalent
    M9 = Must have Light Emitting Diode (LED) strip lighting inside Main Chamber
    M10 = Must include two (2) sets of new butyl gloves* (quantity = 3) for Main Chamber and Test Chamber
    M11 = Must include two (2) years warranty to fully cover manufacturer defects 
    M12 = Installation Manual: must supply one (1) hardcopy and one (1) electronic pdf copy manuals that details how to assemble the custom glovebox, including utility requirements
    M13 = Operation and Maintenance Manual: must supply one (1) hardcopy and one (1) electronic pdf copy manuals describing the system, its building support needs, maintenance requirements, part numbers for replacement parts, and consumables
    
    3.2. Glovebox, Attached to Custom Fume Hood (Glovebox A)
    
    DRDC - SRC is in possession two (2) Large Germfree Gloveboxes, the Contractor must make modifications to one (1) of the gloveboxes (Glovebox A) as follows:
    
    M1 = Depth: box depth must be reduced by 27cm / 10 inches
    M2 = Airline Ports: port for three (3) additional 3/8" air lines must be added in lower glovebox
    M3 = Electrical: two (2) x 120V/15A electrical drops must be added in the lower glovebox
    M4 = Cable Connections: must have four (4) x 3/8" connections between upper and lower gloveboxes
    M5 = Face Plates: must have face plates with 6-8 glove ports on front and back of glovebox
    M6 = Pass Through Cover: must be glass with glove port for pass through to glovebox
    M7 = Glass Cover: must have internal glass cover to light blast(s)
    M8 = Alignment: must use Rapid Transport Pod (RTP) panel. Separation between glovebox and fume hood must not exceed 17.75cm 
    Separation between glovebox and fume hood must not exceed 17.75cm
    M9= Gloves: must include one (1) pair of butyl rubber gloves for each - glove port of main, bottom, and pass through
    M10 = Controls: must include control panel for operation of glovebox and monitoring of pressure
    M11 = Certification: must meet ASME ANSI N510 certification levels
    M12 = Must include one (1) set of spare butyl gloves for main box
    M13 = Must include one (1) set of spare butyl gloves for bottom box
    M14 = Must include one (1) set of spare butyl gloves for pass through
    M15 = Must include 18" low profile handle RTP
    M16 = Must include two (2) keys to open RTP port to allow open access
    M17 = Manuals: must supply one (1) hardcopy and one (1) electronic pdf copy manuals describing the system, its building support needs, maintenance requirements, part numbers for replacement parts, and consumables 
    
    3.3 Glovebox, Independent (Glovebox B)
    
    DRDC - SRC is in possession two (2) Large Germfree Gloveboxes, the Contractor must make modifications to one (1) of the gloveboxes (Glovebox B) as follows:
    M1 = Airline Ports: Four (4) additional 3/8" airline ports must be added inside glovebox
    M2 = Electrical: Four (4) x 120V/15A electrical drops in glovebox, from ceiling, two (2) located on left side and two (2) located on right side
    M3 = Face Plates: must have face plate with 6-8 glove ports on front of glovebox
    M4 = Filtration System: must be removed/not installed
    M5 = Base Cabinet: filtration system area underneath glovebox must be converted to storage cabinet with two (2) doors with one (1) removable and adjustable shelf
    M6 = Pass Through: must be glass with glove port for pass through to glovebox, to be confirmed and installed or fabricated and installed
    M7 = Gloves: must include one (1) pair of butyl rubber gloves for each port of main and pass through
    M8 = Controls: must include control panel for operation of glovebox and monitoring of pressure
    M9 = Must include one (1) set of spare butyl gloves for each port of Glovebox B
    M10 = Must include one (1) set of spare butyl gloves for pass through
    M11 = Must meet ASME ANSI N510 certification levels
    M12 = Manuals: must supply one (1) hardcopy and one (1) electronic pdf copy manuals describing the system, its building support needs, maintenance requirements, part numbers for replacement parts, and consumables
    
    3.4 Custom Fume Hood
    
    Contractor must provide one (1) Custom Fume Hood that meets the following specifications
    
    M1 = Dimensions must be 60" wide x 42" deep, height must not exceed 93"
    M2 = Must include 2 door cabinet below hood with sound-dampening and venting for heat mitigation
    M3 = 23"x 23" panel must be included on left side of hood for RTP access. Must not exceed 7" out from fume hood
    M4= Must include two (2) x 3/8" vacuum pump connections for vacuum pump A to Glovebox A on left side of fume hood from cabinet to glovebox. Additionally, must include three (3) x 3/8" connections for vacuum pump B to fume hood, connections must not penetrate base of working area as they are to go through the wall
    M5 = Must include four (4) x external 120V/15A electrical plugins on sides of hood; two (2) on each side
    M6 = Must have flat cover plate for inside of fume hood to cover RTP connection in order to reduce turbulence in fume hood
    M7 = Work space of fume hood must be stainless steel with spill lip at the front, sides, and back (if applicable)
    M8 = Must include 50/50 split to allow different sash heights
    M9 - Bench height work space must be 36" above the floor
    M10 = Face velocity must be 100 +/- 20 linear feet per minute. Alarm must have capability to be sound if velocity drops below 80 linear feet per minute OR over 120 feet per minute.
    M11 = Must have capability to be used in concert with Glovebox A or on its own
    M12 = Must meet American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) 110 standards
    M13 = Manuals: must supply one (1) hardcopy and one (1) electronic pdf copy manuals describing the system, its building support needs, maintenance requirements, part numbers for replacement parts, and consumables
    
    4. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT

    7. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER 
    
    7.1 Acquisition of Class III Horizontal Multi-Stage Glovebox
    
    Germfree is the only know supplier that has a combined charcoal/HEPA filtration system and is able to offer products to meet the following safety standard: MIL STD 282-T105/EAF1284. This is important due to the highly toxic nature of the work to be done in it.
    
    7.2 Repurpose Inhalation Toxic Containment Systems
    
    Germfree is the only known supplier with the pre-existing engineering and technical knowledge of the units that are to be modified and is the only authorized service provider to make modifications to existing Germfree products.
    
    The estimated cost to purchase a brand new equivalent system is significantly higher than repurposing two (2) of DRDC - SRC’s Germfree Model DGB-45 gloveboxes and designing & fabricating one (1) custom fume hood.
    
    8. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S) 
    
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under 6(d) - only one person is capable of performing the work

    12. COST ESTIMATE OF THE PROPOSED CONTRACT 
    
    The estimated value of the contract, including option(s), is $308,035 USD (GST/HST extra).
