    Agriculture and Agri-Food Canada, Lacombe Research Centre, has a
    requirement for the supply, delivery and off-loading of one (1)
    new and unused 8-row, no tillage, Cross-Slot Plot Seeder as per
    the make, model and mandatory technical specifications detailed
    in the Request for Proposal.
    
    The goods must be delivered to:

    Delivery is requested on or before March 31, 2014.
    
    No Substitute Justification:
    Agriculture and Agri-Food Canada, Lacombe Research Centre
    conducts multiple research activities involving rotating field
    plots into and out of perennial grass and legume seed crops,
    which encompasses several herbaceous species all producing large
    amounts of field trash residues. These research activities
    emulate the commercial field situation wherein forage seed
    producers continuously cope with the management of field trash
    residues and seek ways to improve rotating amongst perennial
    species or between perennial and annual crops. 
    
    The Cross-Slot Seeder is designed to seed into high levels of
    field crop residue to very shallow depths but not push residue
    into the seed row which reduces forage and annual crop
    establishment because the small seeds must be in direct contact
    with the soil. Seed slots created by the openers are horizontal.
    All other types of openers create seed slots which are vertical.
    The Cross Slot Seeder also provides consistent seeding depth
    using automated electronic-hydraulic control system for pressure
    on the openers that is not available on any other type of drill.
    The design of these openers ensures excellent stand
    establishment of forages and annual crops into any type of crop
    stubble while retaining 70-90% of crop residue at the soil
    surface. This is part of the work plan requirement for a
    collaborative project with Peace Region Forage Seed Association.
    
    Bidders may request a debriefing on the results of the bid
    solicitation process. Bidders should make the request to the
    Contracting Authority within 15 working days of receipt of the
    results of the bid solicitation process. The debriefing may be
    in writing, by telephone or in person.
