Advance Contract Award Notice An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the Requirement The National Research Council Canada, National Institute for Nanotechnology located in Edmonton, Alberta has a requirement for an ultra-high frequency lock-in amplifier. The UHFLI Lock-in Amplifier must transduce very high frequency mechanical systems, therefore, must have a sampling rate of at least 1.8 GHz and be capable of measuring signals from 1 MHz to 600 MHz. The instrument must be able to provide simultaneous dual phase-locked loop proportional integral differential control, with plug-and-play software associated with the same, on the entire 600 MHz frequency range. Additionally, the instrument must be able to measure a zoom-FFT power spectrum where the center frequency can fall anywhere in the 1 MHz to 600 MHz frequency range.It must also have at least four (4) independent high frequency signal generators, with a range up to 600 MHz, for signal analysis of the mechanical systems in multiple modes. Finally, it must have an internal clock whose long-term frequency drift (100 second interval Allan Deviation) is less than one (1) part in ten (10) billion. This combination of attributes is required to characterize, measure, and track the frequencies of multiple mechanical modes of specialized mechanical devices called nanomechanical systems.Specifically, modes of various designed mechanical devices fall in the range of 1 MHz to 600 MHz in frequency.Zoom-FFT is required to determine the thermomechanical noise floor of said modes, which in turn determines their ultimate sensitivity. Dual phase-locked loop performance is required to track device frequencies to use the mechanical devices as real-time sensors of mass loading or other effects.The specified Allan Deviation is necessary to characterize the ultimate sensitivity limit of the mechanical modes, which can approach better than one (1) part per billion level. The Zurich Instruments model UHFLI with multi-frequency option, AM/FM option, Quad PID/PLL option, and rubidium clock option is the only known instrument that will meet these requirements. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements: 3.1 The UHFLI Lock-in Amplifier must have a sampling rate of at least 1.8 GHz and frequency resolving capability up to 600 MHz frequency. 3.2 The UHFLI Lock-in Amplifier must have a dual phase-locked loop operation mode up to 600 MHz frequency. 3.3 The UHFLI Lock-in Amplifier must have at least a dynamic reserve of 100 dB. 3.4 The UHFLI Lock-in Amplifier must have zoom-FFT (Fast Fourier Transform) capability up to 600 MHz in frequency (center frequency) with 5 MHz span. 3.5 The UHFLI Lock-in Amplifier must have a multiple-frequency signal generator with a minimum of four (4) channels up to 600 MHz. 3.6 The UHFLI Lock-in Amplifier must have AM/FM modulation and capability to measure directly the sidebands of up to two (2) AM or FM modulated signals. 3.7 The UHFLI Lock-in Amplifier must have an internal clock stability of at least one (1) part per ten (10) billion at 100 second sampling interval. 4. The procurement is subject to the following trade agreements: i. Agreement on Internal Trade (AIT) ii. North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier Zurich Instruments AG is the only known supplier that can provide a UHFLI Lock-in Amplifer that meets the technical requirements that are necessary to characterize, measure and track the frequencies of multiple mechanical modes of nanomechanical systems. 6. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d) - only one person is capable of performing the contract. 7. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the: i. Agreement on Internal Trade (AIT) - Article 506.12 (b) ii. North American Free Trade Agreement (NAFTA) - Article 1016.2 (b) 8. Delivery Date All the deliverables are required on or before March 31, 2015. 9. Cost Estimate of the Proposed Contract The estimated value of the contract, including option(s), is $73,993.95 (GST/HST extra). 10. Suppliers' Right to Submit a Statement of Capabilities: Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 12. Closing Date for a Submission of a Statement of Capabilities The closing date and time for accepting statements of capabilities is December 23, 2014 at 2:00 p.m. MST. 13. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
