    Elemental Nitrogen Analyzer System, Winnipeg, Manitoba.
    
    Agriculture & Agri-Food Canada (AAFC) has a requirement for the
    supply, delivery, and offloading of one (1) Complete Elemental
    Nitrogen Analyzer System equipped with combustion furnace,
    nitrogen detection, automated sample loader, computer and
    software control meeting the Minimum Performance Specifications.
    
    The equipment will be used in a research laboratory for rapid
    and precise measurement of nitrogen/protein in grain-based
    samples according to industry approved methodology such as the
    Dumas combustion method and AACC International Method 46-30.01.  
    
    The Contractor shall provide end-user documentation with the
    delivered system that includes safety precautions, regular
    maintenance procedures, and operating instructions. Instructions
    must be written in the English Language.  
    
    The equipment offered must be "off-the-shelf" in that it shall
    be composed of standard equipment requiring no further research
    or development and shall be in current production and conform to
    the current issue of the applicable specification and/or part
    number of the Original Equipment Manufacturer. All equipment
    must be new, in that it shall not include refurbished equipment
    and in that all equipment shall be of current manufacture.
    
    The Contractor must be a manufacturer or authorized reseller of
    the manufacturer of the unit they are offering to the Crown.
    
    The System must be delivered, fully assembled, installed and
    tested by the Contractor to ensure proper operation.
     
    The Contractor must provide on-site training on operation and
    routine maintenance. Training to be conducted at the Customer
    Site, Winnipeg, Manitoba.
    
    The Contractor must provide online and/or phone support
    available during normal business hours.
    
    Delivery, set-up/installation and training are mandatory to be
    no later than March 31, 2014.

    procurement.
