    Purpose of an Advance Contract Notice (ACAN)
    	
    	An Advance Contract Award Notice (ACAN) allows department and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a goods, service or construction contract to a
    pre-identified supplier.  If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting officer will proceed to a full
    tendering process.
    
    2.	Definition of requirements and sole source justification
    
                 Gas Chromatograph Pyrolyzer Probe for Crude Analysis
    
    The Advanced Analytical Laboratory of CanmetENERGY at the Devon
    location requires one (1) gas chromatograph compatible pyrolyzer
    probe.  This system will function as an alternative to
    previously purchased pyrolyzer probes, for the analysis of
    hydrocarbons and sulphur, oxygen and nitrogen containing
    compounds in heavy crude samples.  The system must be a CDS
    Analytical pyrolyzer probe in order to be interchangeable and
    compatible with previously established methods in the lab.  
    The successful bidder must supply a complete pyrolyzer probe
    system including all necessary accessories for sample
    introduction and attachment/installation to an Agilent 7890 gas
    chromatograph system.  Full on-site installation and set-up must
    be included.  
    
                Requirements - Pyrolyzer Probe System
    
          The pyrolyzer must have a resistively heated element with
    coiled platinum filament for                            variable
    temperature control;
    	The filament temperature must be adjustable in 1°C increments
    to 1400°C;
    	The element must have variable heating rates of 0.01°C/minute
    to 20,000°C/second;
    	Heating times should be variable in the range of 0.01 second to
    999.99 minutes;
    	The pyrolyzer interface must have variable temperature in 1°C
    increments up to 350°C;
    	The pyrolyzer trap must have variable temperature in 1°C
    increments to 350°C;
    	The catalyst reactor must be able to achieve pressures up to
    500 psi;
    	Reactor temperature must be adjustable in 1°C increments up to
    800°C;
    	Reactor catalyst tube must be of dimensions 3" x 1/4" 316
    stainless steel;
    	The reactor catalyst tube must be capable of using different
    catalyst types;
    	The reactor must be capable of using different reactant gases;
    	System must be capable of up to eight temperature profiles with
    a GC start per step;
    	The pyrolyzer must have a built-in trap that allows for
    pyrolysis in a reactant atmosphere,                      
    subsequent trapping of the components and then desorption for GC
    analysis;  
    	The trap temperature must be variable up to 350°C;
    	The trap must have programmable heating, in 1°C/min increments
    up to 600°C/min;
    
    
                Requirements - Accessories
    
    	The pyrolyzer system must come equipped with the following
    accessories:
    	Stainless steel catalyst reactor tube, packed with 60:80 mesh
    Tenax;
    	Minimum 20 fire-polished quartz tubes that are compatible with
    the pyrolyzer;
    	Quartz wool;
    	Quartz boat fitted for ¼" coil probe;
    	Vespel ferrule, ¼", 6 mm I.D.;
    	Filament rod (1/4") for high pressure (500 psi) coil probe;
    	Sorbent tube, 4 1/2" long, 6 mm O.D., packed with 160 mg of
    20:35 mesh Tenax-TA;

    Notice.  The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
