    The Advanced Analytical Laboratory of CanmetENERGY at the Devon
    location requires one (1) Analytical High Performance Liquid
    Chromatograph System. The complete system must include the
    following components:
    A.	High Performance Liquid Chromatograph (HPLC)
    B.	Autosampler
    C.	Refractive Index (RI) Detector
    D.	Photodiode Array (PDA) Detector
    E.	Fraction collector
    F.	Columns, column oven, and backflush system
    G.	Computer and Software
    
    This system must meet the ASTM D7419 2013 apparatus and
    specification requirements and meet the resolution, capacity,
    and separation required to properly perform the method. In
    addition, a fraction collector is needed so that eluents can be
    further analyzed.
    1.	The instrument delivered must run crude oil quality control
    samples via ASTM D7419. The quantification of saturate and
    aromatic/polar fractions must meet the expected values of the
    crude oil quality control samples within +/- 10%.
    2.	The instrument must collect the fractions from crude oil
    samples, run in triplicates, and meet specifications as outlined
    in ASTM D2786 and ASTM D3239.
    
    An HPLC with a small footprint, components are stackable, and
    are controlled by an automated system compatible with Microsoft
    Windows 7 Ultimate or Enterprise. The successful bidder must
    supply a complete HPLC system, RI and PDA detectors, and
    removable fraction collector; including all necessary
    accessories for sample introduction, attachment/installation,
    software system for automatic control (computer and monitor).
    The instrument must be supplied with a standalone computer and
    software. The computer must use Microsoft Windows 7 Ultimate or
    Enterprise edition as the operating system. Full on-site
    installation and set-up must be included. Parts and service must
    be readily available within 48 hours of a request to provide
    on-site service. Customer training at the CanmetENERGY site is
    to be included for up to six people.
    All hardware must be manufactured and supported by a single
    vendor. This is necessary to ensure consistent warranty service
    and troubleshooting throughout the lifetime of the equipment. No
    prototypes, demonstration models or used/refurbished instruments
    will be considered. The instrument model offered for must be in
    full production. 
    The Contractor must provide on-site basic instrument overview
    and training in the operation and maintenance of the System. 
    This must be delivered by the contractor's application engineer,
    or its agents, or its sub-contractors during the installation
    period.
    
    A full and complete set of operating, maintenance, and
    troubleshooting manuals along with diagnostic protocols and list
    of spare parts for the entire system must be provided. A twelve
    month warranty on the system must be included and the warranties
    are to begin on the date that system meets operational
    satisfaction at CanmetENERGY Devon.
    The System must be compatible with the power requirements and
    outlets in North America.
    
    The equipment must be delivered to the specified location before
    March 1, 2015, and unpacked and installed, and made fully
    operational to Advanced Analytical CanmetENERGY Devon's
    satisfaction before March 31, 2015.
    This requirement is subject to the provisions of the North
    American Free Trade Agreement (NAFTA), and the Agreement on
    Internal Trade (AIT).
