    1.	Purpose of an Advance Contract Notice (ACAN)
    	
    An Advance Contract Award Notice (ACAN) allows department and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a goods, service or construction contract to a
    pre-identified supplier.  If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting officer will proceed to a full
    tendering process.
    
    2.	Definition of requirements and sole source justification
    The Department of National Defence Canada, Ralston, Alberta has
    a requirement for the supply and delivery of 1 (one) Fixed-Stage
    Upright Microscope.
    
    2.1 Minimum Essential Requirements
    Any interested supplier must demonstrate by way of a statement
    of capabilities that its product meets the following
    specifications:
     
    1.	Must be Manual fixed-stage upright microscope with all
    sources of electrical noise removed from the microscope frame
    (i.e. not directly coupled and able to position outside the
    Faraday cage). Microscope frame must allow a minimum of 270
    degrees of access to the sample. 
    2.	Must have 6-position fluorescence filter turret with
    shockless shutter. Turret must also be adjustable to allow
    shockless rotation of filter cubes. 
    3.	Must have 12V/100W halogen transmitted light path with
    high-resolution IR-DIC illumination optical components.  Must
    also have an option of using IR-Oblique optical components.	 The
    system must be configured with optical components to allow
    expansion of the IR-DIC capabilities for different lenses in the
    future. 
    4.	Must include 5X (NA=0.15) and 40X water dipping (NA=0.8)
    objective lenses. The minimum working distance on the 40X lens
    is to be 3.3mm and it must have a minimum microtool access angle
    of 43 degrees. Transmission of the 40X lens must be a minimum of
    340nm - 1100nm+ (please also supply the transmission curves for
    each lens). System must be configured with two-position swinging
    nosepiece to allow use of both lenses. 
    5.	Fluorescence filter sets for the following fluorophores:
    GFP/Fluo-4, TRTIC. Filters and microscope system must be
    configured to allow the simultaneous detection of IR transmitted
    light and fluorescence light. Illumination source to use 130W
    metal halide with a direct current bulb.
    6.	System must include an IR sensitive camera. The system must
    have the ability to add a separate monochrome imaging camera to
    the same camera port in the future.
    7.	System must include two fully motorized micromanipulators
    with gantry stands for attachment to anti-vibration table.
    Manipulators to have a minimum microstep of 62.5 nanometers and
    a full 25mm of travel in each axis. Both manipulators must be
    operated from a single controller.
    8.	System must include a motorized X-Y microscope translator and
    a bridge-style platform stage that can be direct mounted to the
    anti-vibration table. Also, a sample chamber holder is to be
    provided.
    9.	Anti-vibration table (3 feet deep x 4 feet wide) with Faraday
    cage and shelving units to house control boxes.
    10.	There is also a requirement for a micropipette pulling
    device.
    
    3.	Trade Agreements

    4.	Government Contracts Regulations Exception
    
    This contract is subject to subsection 6 (d) of the Government
    Contracts Regulations, in that only one person or company is
    capable of performing the contract.

    8.	Submission of Statement of Capabilities by Suppliers
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice.  The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officers name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement. Documents may be submitted in either official
    language of Canada.
