    Purpose of an Advance Contract Notice (ACAN)
    
    An Advance Contract Award Notice (ACAN) allows department and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a goods, service or construction contract to a
    pre-identified supplier.  If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting officer will proceed to a full
    tendering process.
    
    2.	Definition of requirements and sole source justification
    The Department of Natural Resources Canada, Geological Survey of
    Canada Calgary, Alberta requires one (1) Hilgers FOSSIL MOT
    fully automated image-based reflectance measurement system,
    fully optimized for organic petrology measurements, and
    especially designed for dispersed organic matter reflectance
    measurements. The system will be used for an integrated organic
    petrology modular automated, image-based reflectance analysis,
    maceral analysis, fluorescence spectrometry, and advance image
    analysis to carry out a research related to the unconventional
    petroleum systems as part a 4-year ESS's Geoscience for New
    Energy Supply program GNES).
    
    The system must be very quick, easy to use, and make the
    measurements on still images using calibrated grey scale which
    prevents error in light source fluctuations.
    
    The following specifications of the System are critical
    functionalities required by Geological Survey of Canada Calgary:
    
    - Must have software for motorized microscopes with the
    following modules: 
     Reflectance measure, print measurement parameters and histogram;
     Maceral analysis with printout and image documentation;
     Camera control, LUT-programming, transfer of 12-bit images;
     Automatic vitrinite reflectance with autofocus, max 2000 tails;
     Fluorescence control of motorized microscope to switch between
    reflectance measurement and fluorescence mode;
     Maximum reflectance to determine maximum, minimum and mean
    reflectance automatically.
    
    - Light source: LED 400 nm CREE with adapter and power supply;.
    
    - Filter system: modified, optimized for LED 400 nm;
    
    - Digital camera mono, 1392 x 1040 pixels, live image,
    interference filter;
    
    - Digital camera color for fluorescence use, 1392 x 1040 pixels;
    
    - Rotating polarizer, slider 14 x 30, motorized;
    
    - Must have fully integrated Fluorescence Spectrometer System.

    This contract is subject to subsection 6 (d) of the Government
    Contracts Regulations, in that only one person or company is
    capable of performing the contract.

    8.	Submission of Statement of Capabilities by Suppliers
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice.  The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
