Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Public Services and Procurement Canada, Western Region, has a requirement for the provision of Gas Management Services for approximately 10,000,000 Gigajoules (Gj) per year of Natural Gas and related services delivered to four (4) Federal Departments, across eight (8) provinces in Canada. It is Canada’s intent to award a single contract for these services. The gas management and related services include; administration, coordinating nominations and arranging for gas delivery, billing consolidation, consumption studies and budget estimates, and the provision of advice on consolidation strategies to achieve the best rates for the use of natural gas. The four (4) participating departments are: - Agriculture and Agri-Food Canada (AAFC), - Correctional Services Canada (CSC), - Department of National Defence (DND), and - Public Services and Procurement Canada (PSPC). The eight (8) provinces within the scope of this requirement are: - British Columbia, - Alberta, - Saskatchewan, - Manitoba, - Ontario, - Quebec, - New Brunswick, and - Nova Scotia The period of service will be for ten (10) years beginning October 2017. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT). The Federal Contractors Program (FCP) for employment equity applies to this procurement; see Part 5 - Certifications, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification. A bidders' conference will be held by WebEx online meeting on 27 February 2017. The conference will begin at 11:00am MST. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend. Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance, and request the WebEx information. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than 20 Feb 2017 23:59PST. Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid. This PSPC office provides procurement services to the public in their official language; English.
