Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Rental of Portable Shower Trailers Department of National Defence (DND), Base Construction Engineering, Canadian Forces Base, Area Support Unit,Wainwright, Denwood, Alberta 1. REQUIREMENT: A Regional Individual Standing Offer (RISO) for the provision Portable Shower Trailers including for all labour, transportation, material, tools, equipment and supervision necessary to supply, set up and levelling of units, and all services connected and operational, as required for the Department of National Defence (DND), Base Construction Engineering, Canadian Forces Base, Area Support Unit, Wainwright, Denwood, Alberta in accordance with the terms and conditions contained in the Request for Proposal documents. Each shower trailer must contain a minimum of : 10 shower stalls with 1 shower head each, capable of providing a minimumof 500 showers/day: 10 sinks capable of operating 20 of every 24 hours; each stall must contain 1 wall mounted bench; each sink area must have mirrors and soap dispensers; each shower's heating system must operate on propane and each trailer 's heating system must operate independently from the others; each shower trailer must have a minimum of 2 standard personnel doors. Offers must be able to provide up to 15 units for a period of up to four (4) months. In the event of a failure or a breakdown of a unit, the Offeror must be on site performing repairs within two (2) hours of notification. If the unit is out of service for a period of more than twenty-four (24) hours, a replacement unit must be provided. The rental period will be reduced by down time. 2 . TRADE AGREEMENTS: This requirement is subject to the provisions of the World Trade Organization - Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT). 3. CONTRACTOR EVALUATION AND SELECTION CRITERIA: Offers will be assessed in accordance with the entire requirement of the Request for Standing Offer including the technical and financial evaluation criteria. Offerors must submit a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2006 and 2007. The price of the offer will be evaluated in Canadian dollars, the Goods and Services Tax or the Harmonized Sales Tax excluded, FOB destination, Canadian custom duties and excise taxes included. The Firm Unit Price for each item will be multiplied by its respective annual estimated usage to determine a Total Extended Price for each year.The Total Extended Prices for each year will be added together to obtain the Total Evaluated Offer Price. It is Canada's intention to issue one (1) standing offer. It is anticipated that the period of the Standing Offer will be from September 2013 to September 2017 for a four (4) year period. 4.
