TITLE: EVALUATION OF BIOINFORMATICS PLATFORMS 2. SECURITY: There is no security requirement associated with the requirement. 3. REQUIREMENT: Defence Research & Development Canada - Suffield Research Centre has a requirement for the evaluation of bioinformatics platforms. Next Generation Sequencing (NGS) is a tool that can be used to detect and characterize organisms. A Bioinformatics system has been developed that should provide enhanced analysis for High-Throughput Sequencing data for advanced characterization of bio-threats, such as characterizing an unknown sample. These data will be useful in disease surveillance, threat detection, and point of need diagnostics. The system is made up of open source software with a user friendly interface that supports: QC analysis, Read-mapping to a reference genome, Sequence assembly and annotation. The capabilities of the Bioinformatics system including the analytic capabilities of the system, the user interface, the collaboration functions, the computational hardware requirement requires evaluation compared to other platform(s) that are currently available. The objective of this project is to: Acquire the hardware required to use the bioinformatics software Establish evaluation criteria for using a specialized bioinformatics system for ease of use, reliability, including the analytic capabilities of the system, the user interface, the collaboration functions, and the computing requirements of the hardware compared to platforms that are currently available. Evaluate said system for above criteria compared to another bioinformatics system using standardized DNA sequencing data set and data supplied by Technical authority. Provide training to use system to DRDC employees. To qualify a bid will have to consist of no less than 80% of goods and/or services of Canadian origin. 4. EVALUATION AND SELECTION: Mandatory and point rated technical and management evaluation criteria are included in Annex "E" of the solicitation. To be declared responsive, a bid must: a) comply with all the requirements of the bid solicitation; and b) meet all mandatory criteria; and c) obtain the required minimum of 82 points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 116 points. Bids not meeting (a) or (b) or (c) will be declared non-responsive. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 60% for the technical merit and 40% for the price. 5. OWNERSHIP OF INTELLECTUAL PROPERTY: Any intellectual property arising from the performance of the Work under the Contract will vest in Canada. DRDC is exempted from the Treasury Board "Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts" approved 1 June 2000 as per DRDC ADM (S&T) IP-02. 9. PERIOD OF CONTRACT: It is anticipated that any contract will be effective from date of contract to 2015-03-31 with the option to extend the term of the Contract by up to one (1) additional one (1) year period.
