    1.  TITLE: CARPET CLEANING
    
    2.  SECURITY REQUIREMENTS:
    
    2.1 The following security requirements (SRCL and related clauses provided by the Contract Security Program) apply and form part of the Standing Offer.
    
    SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: PWGSC FILE #W6895-18-0005
    
    2.1.1 The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    
    2.1.2  The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
    
    2.1.3  Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
    
    2.1.4  The Contractor/Offeror must comply with the provisions of the:
    
    a) Security Requirements Check List and security guide (if applicable), attached at Annex "C";
    b)  Industrial Security Manual (Latest Edition).
    
    3.  REQUIREMENT:
    
    The Department of National Defence, 4 Wing Cold Lake, Alberta, has a requirement for carpet cleaning. Work under this requirement must comprise the supply of all labour, materials, tools, equipment, transportation and supervision necessary to Steam Clean Carpets in Base Buildings at 4 Wing Cold Lake on an "if and when requested" basis. Work to be performed in a single callup may vary from a small carpeted area to multiple rooms, in one building. This may add up to over 1,000 m2.
    
    4. EVALUATION AND SELECTION:  
    
    Mandatory technical evaluation criteria are included in PART 4 - EVALUATION PROCEDURES AND BASIS OF SELECTION of the solicitation. 
    
    Basis of Selection:  An offer must comply with the requirements of the Request for Standing Offers to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a standing offer.
    
    5. PERIOD OF STANDING OFFER: 
    
    It is anticipated that any standing offer will be effective for a period of three (3) years from 2018-07-01 to 2021-06-30.
