    1. TITLE: 
    Electromagnetic Propagation, Scattering, and Emission Modeling and Analysis Support for Sensor Development
    
    2.  SECURITY:
    There is no security requirement applicable to the Contract.
    
    3.  REQUIREMENT:
    Defence Research and Development Canada - Suffield Research Station has a requirement for electromagnetic propagation, scattering, and emission modeling and analysis support for sensor development.  There is a military requirement to detect threat objects, including improvised explosive devices, near the surface of the Earth. Of relevance are electromagnetic-based methods that comprise the transmission of radio-frequency waves and subsequent reception of the scattered waves by the threat object to be detected. The amount of energy scattered from the threat object of interest, and hence the chance of detecting it, can vary greatly with a number of parameters including but not limited to frequency, geometry, polarization, and soil conditions.
    
    The focus of this contract is to model aspects of the detection of threat objects from remotely-operated platforms.  Initial efforts will involve analytical modeling of electromagnetic scattering from linear conductors using transmission line approaches and/or numerical modeling. This will aid in sensor development and frequency selection for potential detector deployment on remotely-operated platforms.
    
    The requirement is limited to Canadian services. To qualify a bid will have to consist of no less than 80% of goods and/or services of Canadian origin. 
    
    4. EVALUATION AND SELECTION:  
    Mandatory and point rated technical evaluation criteria are included in Annex "D" of the solicitation. 
    
    Contractor selection will be based on the highest responsive combined rating of technical merit and price.  The ratio will be 70% for the technical merit and 30% for the price.
    
    5. OWNERSHIP OF INTELLECTUAL PROPERTY:
    Any intellectual property arising from the performance of the Work under the Contract will vest in Canada. 
    
    6. PERIOD OF CONTRACT: 
    It is anticipated that any contract will be effective from the date of contract award to 2022-March-31.
