    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.

    1. TITLE: 
    
    BLAST INJURY SIMULATION RESEARCH ENGINEERING SUPPORT - TASK AUTHORIZATION CONTRACT
    
    2.  SECURITY:
    
    2.1 The following security requirements (SRCL and related clauses provided by the Contract Security Program) apply and form part of the Contract. 
    
    SECURITY REQUIREMENT FOR CANADIAN SUPPLIER:  PWGSC FILE No W7702-216232  
    
    2.1.1 The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
    
    2.1.2 This contract includes access to Controlled Goods.  Prior to access, the contractor must be registered in the Controlled Goods Program of Public Works and Government Services Canada (PWGSC).
    
    2.1.3 The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
    
    2.1.4 Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.
    
    2.1.5 The Contractor/Offeror must comply with the provisions of the:
    a) Security Requirements Check List and security guide (if applicable), attached at Annex "C";
    b) Industrial Security Manual (Latest Edition).
    
    3.  REQUIREMENT:
    
    Defence Research and Development Canada (DRDC) Suffield Research Centre (SRC) is conducting a multi-year project to understand the effects of primary blast on the nervous system in order to facilitate the survivability and wellness of exposed Canadian Armed Forces (CAF) personnel. Integral to this effort is the development and refinement of blast and blast simulation equipment and instrumentation.  In support of this research, there is a requirement for Contractor support in developing and executing scientific testing, in analysis and reporting of data, and in the design, modification and maintenance of experimental equipment/facilities.  
    
    To qualify a bid will have to consist of no less than 80% of goods and/or services of Canadian origin. 
    
    4. EVALUATION AND SELECTION:  
    
    Mandatory and point rated technical evaluation criteria are included in Annex "H" of the solicitation. 
    
    Contractor selection will be based on the highest responsive combined rating of technical merit and price.  The ratio will be 40% for the technical merit and 60% for the price.
    
    5. OWNERSHIP OF INTELLECTUAL PROPERTY:
    
    Any intellectual property arising from the performance of the Work under the Contract will vest in Canada. 
    
    6. PERIOD OF CONTRACT: 
    
    It is anticipated that any contract will be effective from contract award date to 2022-03-31, with the option to extend the term of the Contract by up to three (3) additional one (1) year period(s).
