    Nature of Requirements: 
    1.  TITLE:   Appraisal Services,  Winnipeg, MB
    
    2.  SECURITY:
    
    2.1 	The Contractor/Offeror must, at all times during the
    performance of the Contract/Standing Offer, hold a valid
    Facility Security Clearance at the level of SECRET, issued by
    the Ca-nadian Industrial Security Directorate (CISD), Public
    Works and Government Services Canada (PWGSC).
    
    2.2 	The Contractor/Offeror personnel requiring access to
    CLASSIFIED information, assets or sensitive work site(s) must
    EACH hold a valid personnel security screening at the level of  
           SECRET, granted or approved by CISD/PWGSC. Until the
    security screening of the Con-tractor personnel required by this
    Contract has been completed satisfactorily by the CISD, PWGSC,
    the Contractor personnel MAY NOT HAVE ACCESS to CLASSIFIED
    infor-mation or assets, and MAY NOT ENTER sites where such
    information or assets are kept, without an escort.
    
    2.3 	The Contractor/Offeror MUST NOT remove any CLASSIFIED
    information from the iden-tified work site(s), and the
    Contractor/Offeror must ensure that its personnel are made aware
    of and comply with this restriction. 
    
    2.4 	Subcontracts which contain security requirements are NOT to
    be awarded without the prior written permission of CISD/PWGSC.
    
    2.5 	The Contractor/Offeror must comply with the provisions of
    the:
    
    	(a) 	Security Requirements Check List and security guide (if
    applicable), attached.
    	(b) 	Industrial Security Manual (Latest Edition).
    
    3.  REQUIREMENT:
    The Department of Public Works and Government Services Canada
    (PWGSC) Payment in Lieu of Taxes (PILT) section requires an
    expert market value appraisal of the Health Canada and Canadian
    food Inspection Agency virology Laboratory in Winnipeg, MB. The
    purpose of the appraisal is to estimate the market value of the
    property for a dispute over the 2011 federal PILT value (for
    assessment purposes). The City of Winnipeg disagrees with the
    value adopted by OWGSC and this issue has been referred to the
    federal Dispute Advisory Panel (DAP). The DAP provides advise to
    the Minister of PWGSC and considers the value for assessment
    purposes within the framework of the federal Payments in Lieu of
    Taxes Act.
    
    To qualify a bid will have to consist of no less than 80% of
    goods and/or services of Canadian origin.
    
    4. MANDATORY REQUIREMENTS:
    Failure to meet any of the following mandatory requirements at
    solicitation closing will render your submission non-compliant
    and given no further consideration. Please provide a resume to
    demonstrate adherence to the following mandatory requirements at
    solicitation closing. 
    
    The Contractor must meet the following mandatory criteria at
    solicitation closing:  
    
    a)	Education: Must have an appraisal designation as an
    Accredited Appraiser of the Canadian Institute (AACI) or
    equivalent real estate appraisal designation such as Order of
    Chartered Appraisers of Quebec (ÉA designation) Royal Institute
    of Chartered Surveyors (MRICS) or Appraisal Institute (MAI).
    (Proof of designation must be provided)
    
    b) 	Contractor must obtain Secret security status prior to award
    of contract.
    
    Under the Code of Conduct and Certification provisions, 2003
    (2012-07-11) Standard Instructions - Goods or Services -
    Competitive Requirements, Bidders must submit the following as
    part of their bid:
    
    1.  a complete list of names of all individuals who are
    currently directors of the Bidder; 
    2.  a properly completed and signed Consent Form, for each
    individual named in the aforementioned list.
    
    5. CONTRACTOR SELECTION: 
    The contractor will be selected on the basis of the assessed
    BEST VALUE to the Crown taking into account scientific/technical
    and cost factors.   
    
    6. PERIOD OF CONTRACT: 
    It is anticipated that any contract will be effective for one
    year from date of award.
    
    This PWGSC office provides procurement services to the public in
    English.
