It is intended to result in the award of a contract for one (1) year, plus five (5)-one (1) year irrevocable options allowing Canada to extend the term of the contract. The annexes include the Statement of Requirements, the Basis of Payment, the Definitions and the Software List. The forms include the Substantiation of Technical Compliance Form, the Code of Conduct Certifications - Consent to a Criminal Record Verification Form, the Bid Submission Form, the Software Publisher Certification Form, and the Software Publisher Authorization Form, Software List and Security Requirement Check List. Canada has an initial requirement for a commercially available Data Masking Solution (the "Software Solution"). The required Software Solution must include the Licensed Software, a 12-month warranty, software maintenance and support, and documentation. Training and professional services must also be provided, "as and when" requested. The bid solicitation is intended to result in the award of a contract for 1 years, plus 5 one-year irrevocable option(s) allowing Canada to extend the term of the contract. All parts of the Software Solution must be available to the Client Users 24 hours a day, 7 days a week, 365 days a year, in English and French, and operate at all times in accordance with the Statement of Requirements in the Client's operational environment described in the bid solicitation. The term "User" refers to the employees of the Government of Canada, the Minister's office and staff, and other individuals authorized by the Client to perform services in relation to the business and affairs of the Client, including public servants from other departments and contractors or consultants performing work for the Client from time to time. The Client is Elections Canada. A Microsoft Word version of the Requirements Specifications is available to bidders. Request for this document must be to the contracting authority by email. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Colombia Free Trade Agreement (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force, and the Agreement on Internal Trade (AIT).
