    INVITATION TO QUALIFY FOR ENVIRONMENT AND CLIMATE CHANGE CANADA’S CREDIT AND TRACKING SOLUTION (CATS) 
    
    Summary
    
    Environment and Climate Change Canada (ECCC), has a requirement for a Credit and Tracking Solution (CATS or the “Solution”), previously known as the Output-Based Pricing System and Clean Fuel Standard Registry Solution, to provide and implement a tracking system required to support the federal Output-Based Pricing System (OBPS) established under the Greenhouse Gas Pollution Pricing Act (GGPPA), and a registry to support the Clean Fuel Standard (CFS) to be established under the Canadian Environmental Protection Act, 1999 (CEPA).
    
    It is anticipated that the Solution procured under the resulting contract will be offered as a cloud-based solution complying with the requirements of the Security Control Profile for Cloud-Based GC IT Services for Protected B. It is Canada’s intention to continue to use the Solution for as long as it makes business sense to do so, and the duration of any given contractual arrangement is not intended to reflect the duration of the use of the solution. Canada also intends to benefit from any technological advances (product evolution) that may occur during the useful life of the Solution, and such enhancements in scope that would have been requested if the solution were procured in the future.
    
    This Invitation to Qualify (ITQ) is the second phase of a procurement process by Public Services and Procurement Canada (PSPC) on behalf of ECCC for the Solution. The first phase was a Request for Information posted on December 21st 2018 (K4A20-190925/A).
    The objective of this ITQ is to qualify, based on a limited number of essential mandatory requirements, Respondents who will be afforded the opportunity to participate in the subsequent RFP. 
    
    This is not a bid solicitation. No contract will result from this ITQ. This ITQ may be partially or completely cancelled by Canada at any time, and therefore there is no guarantee of a subsequent procurement process. Because the ITQ is not a tender, Respondents may withdraw from the procurement process at any time.
