REQUEST FOR INFORMATION FOR ENVIRONMENT AND CLIMATE CHANGE CANADA’S OUTPUT-BASED PRICING SYSTEM AND CLEAN FUEL STANDARD SOLUTION 


Summary

Environment and Climate Change Canada (ECCC), has a requirement for an Output-Based Pricing System (OBPS) and Clean Fuel Standard Solution (the “Solution”) to provide and implement a tracking system required to support the federal OBPS established under the Greenhouse Gas Pollution Pricing Act (GGPPA), and a registry to support the Clean Fuel Standard (CFS) to be established under the Canadian Environmental Protection Act, 1999 (CEPA).


It is anticipated that the Solution will be offered as a Protected B, Medium Integrity, and Medium Availability (PBMM) cloud-based solution. 

This Request for Information (RFI) is the initial phase of a procurement process by Public Services and Procurement Canada (PSPC) on behalf of ECCC for the Solution. 

The objective of this RFI is to solicit feedback from the industry on the current requirements, obtain insight into the solutions currently available and obtain information necessary to inform subsequent phases of the solicitation process.  The information provided is expected to assist in determining the most appropriate procurement strategy and evaluation methodology) and helping to refine solution requirements and target functionality.


This is not a bid solicitation. No contract will result from this RFI. This RFI may be partially or completely cancelled by Canada at any time, and therefore there is no guarantee of a subsequent procurement process. Because the RFI is not a tender, Respondents may withdraw from the procurement process at any time.


Respondents should mark any portions of their response that they consider proprietary or confidential.
