    The Department of National Defence's Fire Marshal (CFFM)
    requires a system to bring an industry specific digital signage
    network to the CFFM Office and the National Defense Fire Service
    (NDFS) locations across Canada.  The CFFM is diligently working
    on improving communications to ensure all fire personnel are
    aware of new policies and general information impacting how fire
    protection is conducted on bases, units and wings. 
    
    Since a survey was conducted, the CFFM has created and
    implemented annual communication plans, which have helped create
    clear and consistent messaging, but failed in terms of
    addressing the main issue, which is the communication medium. 
    As most firefighters do not conduct their daily work using a
    computer, typical communication approaches used in the
    Department are fruitless.  Moreover, many of our fire
    departments have moved to different shifts, further compounding
    the problem.  A novel directed communication strategy is
    required to impart firefighters with key information required to
    conduct their job.
    The CFFM has identified a medium that has the potential to
    deliver messaging to all firefighters in a timely and efficient
    manner.  This novel concept is called Fire Rescue TV and is
    essentially a web-based closed caption TV, which offers
    controlled messaging directly to all firefighters via internet. 
    Televisions are installed in key locations within every fire
    department, and are scheduled to deliver information to viewers
    via a multi-zone digital signage.  In addition to real-time
    information, the system can be used for training purposes and
    delivering scheduled fire related theoretical PowerPoint or
    video training material.  This will include variation options to
    deal with time-zone and language challenges.  The software will
    be managed by the CFFM, but will also search, assemble and
    display pertinent fire protection policy new equipment
    introductions, and general trade information, based on
    pre-determined parameters.  Finally, the information displayed
    on the closed caption TV can also be accessed from computers,
    for those that have the option. 
    An ACAN with Fire Rescue TV is being requested because it is the
    only known supplier with the capability to meet our requirement.
     Therefore, you are hereby notified that the government intends
    to solicit a bid and negotiate with one firm only as identified
    above.
    
    The requirement is subject to the provisions of the North
    American Free Trade Agreement (NAFTA), the Canada-Chile Free
    Trade Agreement (CCFTA), Canada Panama, Canada Colombia and the
    Agreement on Internal Trade (AIT).
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein may submit a
    statement of capabilities in writing to the contracting
    authority identified in this notice on or before the closing
    date of this notice. The statement of capabilities must clearly
    demonstrate how the supplier meets the advertised requirements.

    with one firm only as identified above. Should you have any

    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
