    Purpose of this Request for Information:
    The intent of this Request for Information (RFI) is to solicit feedback from industry on all aspects detailed in the draft Annex A - Statement of Work (SOW), the draft Annex B - Bid Evaluation Criteria and the draft Annex C - Resources Assessment Criteria and Response Tables.
    
    Following feedback that will be received in response to this RFI, it is the Government of Canada’s intention to publish a Request for Proposal (RFP) that will include these three documents mentioned above. 
    
    Overview:
    The Government of Canada has a requirement to undertake an ambitious agenda of change in support of various CBSA key initiatives (e.g. Beyond the Border, Entry-Exit, Biometrics/Generic Passage Flow), and border modernization efforts. This requires developing, integrating, and delivering, with procured IBM and Commercial-Off-The-Shelf (COTS) software products, the following key mission-critical, large-scale, high-volume foundational enterprise services: Service Oriented Architecture Platform Services (SOAPS), Master Data Management Service (MDMS), and Enterprise Risk Assessment Support Services (ERASS). 
    
    Together, they will allow CBSA to provide enterprise back-end horizontal capabilities, at an enterprise level, to support the key CBSA initiatives. This will in turn increase CBSA ability to meet its security obligations and increase its efficiency and effectiveness in the management of resources required in support of risk management and assessment activities.
    
    Nature of Request for Information:
    The material in the RFI package is for the solicitation of feedback only.  Responding to this RFI is not a prerequisite to receiving any resulting RFP related to this CBSA requirement.  The industry is encouraged to indicate their level of interest by responding to the questions, in order to facilitate a better understanding of the requirements and capabilities from both CBSA and industry perspectives.  
    
    This is not a bid solicitation.  The RFI will not result in the award of any contract.  As a result, potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI.  Nor will this RFI result in the creation of any source list. Therefore, whether or notany potential supplier responds to this RFI will not preclude that supplier from participating in any future procurement.  Also, the procurement of any of the goods and services described in this RFI will not necessarily follow this RFI.  This RFI is simply intended to solicit feedback from industry with respect to the matters described in this RFI.
